Infrastructure Surtax Citizen Oversight Committee

LET IT BE REMEMBERED that the Collier County Infrastructure Surtax Citizen Oversight Committee
met on this date at 8:30 A.M. at 3299 Tamiami Trail East, Building F, 3rd Floor, Board of County
Commission Chambers, Naples, Florida with the following Members Present:

1. Call to Order & Pledge of Allegiance
The Chairman called the meeting to order at 8:30 AM.
2. Pledge of Allegiance
The Chairman led the Pledge of Allegiance.
3. Roll Call — Liaison
Six members of the Infrastructure Surtax Citizen Oversight Committee were present representing a
quorum.
4. Approval of The Agenda
The agenda was distributed to all present and the minutes were approved.
5. Approval of minutes from Previous Meeting

The minutes were distributed to all present and the minutes were approved.

6. Public Comment
The committee received three registered public speakers: 1. Penelope Hayes; 2. Sally Anderson; 3. Burt
Hayes. Sally Anderson presented on the ballot language.
7. New Business
1. Infrastructure Surtax Citizen Oversight Committee Applications
The Committee's recommendation for the new members were Kevin Johnson, District 1 seat.
Ronald Kezeske, District 2 seat; Katherine Lynn Basso, District 3 seat; and Mike Petscher District 5 seat.
8. Projects
A. Facilities & Capital Replacements
1. To validate the proposed additional expenditures of $567,480 for the Collier County
"Jl/J2/J3/PGI Fire Alarm Replacement" project; to ensure that this project meets the
requirements of Section 212.055, Fla. Stat., conforms to the definition of Infrastructure, and is
an eligible project consistent with County Ordinance No. 2018-21, as amended, and the ballot
language within; to make a finding that the project expenditures are a valid use of Infrastructure
Sales Surtax Funding (Project # 50239).
John McCormick, P.E., Interim Director, Facilities Management, presented the expenditures for the
J1/J2/J3PGI Fire Alarm Replacement Project. (Project No. 50239).
A motion to approve the project was made and the motion was approved.
C. Community Priorities
2. To validate the proposed expenditures of $30 million for the "State Veterans' Nursing Home"
project; to ensure that this project meets the requirements of Section 212.055, Fla. Stat., and
Ordinance No. 2018-21, as amended, and the ballot language within; to make a finding that the
project expenditures are a valid use of Infrastructure Sales Surtax Funding (Project # 50112).
John Mullins, Director of Communications, Government & Public Affairs, presented the
expenditures for the Nursing Home Project. (Project No. 50112).
A motion to approve the project was made and the motion was approved.
9. Old Business
A. Monthly Reports to the Committee
Ed Finn, Deputy County Manager, presented the funding for the Validated Projects, the
Encumbered/Expended to date as of December 22, 2022, and the Infrastructure Sales Tax
Activity - County & Cities.

Mr. Lepore made a motion for this meeting to be adjourned and was accepted unanimously.
The meeting was adjourned at 9:45 AM with nothing further to discuss.
