Committee met on this date at 8:30 A.M. at 3299 Tamiami Trail East, Building F. 3rd Floor, Board
of County Commission Chambers, Naples, Florida, with the following Members Present:

1. Call to Order & Pledge of Allegiance
The Chairman called the meeting to order at 8:30 AM.
2. Pledge of Allegiance
Kevin Johnson led the Pledge of Allegiance.
3. Roll Call - Liaison
Seven Infrastructure Surtax Citizen Oversight Committee members were present, representing
a quorum.
4. Approval of The Agenda
A. Agenda changes. Item 9. D, Update Presentation for the New Chiller Plant Building K
was added to the agenda. The Chairman made a motion to approve the agenda, and James
Delony seconded the motion. The motion passes unanimously by the Surtax Committee
Members.

5, Approval of Minutes from Previous Meeting

The minutes were distributed to all present. The Chairman made a motion to approve the meeting
minutes for the meetings on September 9, 2023, and November 6, 2023, -d Ju*". Delony
seconded the motion. The motion passes unanimously by the Surtax committee Members.
6. Public Comment
No public comments.
7. New Business
On October l0,2023,ltem 17.E., the Board of County Commissioners approved Ordinance
2023-45 repealing Nos. 2018-21 utd 2019-46, as codified in Sections 126-86 through 126-
191 of the Code of Laws and Ordinances of Collier County. The Local Govemmenl
Infrastructure Surtax, which imposed a County-wide Infrastructure Surtax and established
the Infrastructure Surtax Citizen Oversight Committee, shall continue as set forth in the
Ordinance or until the Board deems otherwise.
Committee members discussed notifuing the community of the sunset of the Infrastructure
Surtax so that the businesses know that the Surtax has ended,
The Ordinance was properly advertised in the newspaper, as required by Florida Law,
certified by the State, and filed timely with the State. The Surtax was being discontinued
in Collier County and was advertised when staff brought it to the Board; the newspaper
picked it up as general knowledge. The Department of Revenue website indicates the
changes in the taxes. There have been notifications on the website. The County will
continue its efforts on its website and coordinate with 311.
2. Infrastructure Sufiax Citizen Oversight Committee Appointment Review and Election of
the Conrmittee Chair and Vice Chair contingent upon the reappointment by the Board of
County Commissioners.
The Chairman made a motion that Mr. Scott Lepore retain the Chairman of the Collier
County Infrastrucfure Surtax Citizen Oversight Committee, and Mr. James Delony will
continue to serve as the Vice Chair upon reappointment. Mr. Mike Petscher seconded the
motion. The motion passes unanimously by the Surtax Committee Members.

1 . To revalidate $1,067 ,320.26 from No(h Naples EMS to EMS Station 74 and
$2,222,200.00 from Heritage Bay EMS to EMS Station 74 and validate the additional
expenditure of $2,585,957.24 toward the award of the construction contract for collier
County Fire and EMS Station 74 in Golden Gate Estates (Project No. 55212).
Tony Barone, Principal Project Manager with Facilities Management, presented before the
Committee. The Chairman made a motion to revalidate $1,067,320.26 from North Naples
EMS to EMS Station 74 and $2,222,200.00 from Heritage Bay EMS to EMS Station 74
and validate the additional expenditure of $2,585,95'/.24 toward the award of the
construction contract for Collier County Fire and EMS Station 74 in Golden Gate Estates
(Project No. 55212). Kerry Geroy second the motion. The motion passes unanimously by
the Surtax Committee Members.
C. Community Priorities
l. To validate the expenditure of$3,750,000 for land acquisition for property located at 6360
Collier Boulevard to construct a workforce housing residential development in partnership
with McDowell Housing Partners; to ensure that this project meets the requirements of F.S.
212.055, conforms to the definition of Infrastructure, and is an eligible proj ect in line with
County Ordinance 2018-21 and the ballot language within; to make a finding that the
project expenditures are a valid use of lnfrastructure Sales Surtax Funding.
Cormac Giblin, Director of Economic Development from Growth Management, and Bill
Ztnwnon, Vice President of Development from McDowall Housing Partners, presented
before the Committee.
Ronald Kezeske made a motion to approve project number 50267, the McDowall Housing
Partners, Ekos on Collier, in conjunction with Collier County under the Workforce
Housing Land Trust Fund in the amount ofup to $3,750,00. Scott Lepore second motion.
The motion passes unanimously by the Surta,\ Committee Members.

John Mccormick, PE Director of Facilities Management, provided the committee with
a project update.

Mr. Lepore motioned for this meeting to be adjoumed, which was accepted unanimously.
The meeting was adjoumed at 10:18 AM with no further discussion.
