Executive Summary
Recommendation to adopt a resolution of the Collier County Board of County Commissioners designating approximately
655.7 acres in the Rural Land Stewardship Area Zoning Overlay District as a Stewardship Sending Area with a
designation “CLH SSA 20”; pursuant to the terms set forth in the Escrow Agreement, Stewardship Sending Area Credit
Agreement, all for CLH SSA 20; approving a Stewardship Sending Area Credit Agreement for CLH SSA 20; approving
a Stewardship Sending Area Easement Agreement CLH SSA 20; approving an Escrow Agreement for CLH SSA 20; and
establishing the number of Stewardship Credits generated by the designation of said Stewardship Sending Area. The
subject project property is located in Sections 22, 27, and 34, Township 49 South, Range 28 East. [PL20240000438]
OBJECTIVE: To approve the proposed SSA 20 boundary and to establish the twenty Stewardship Sending Area (CLH
SSA 20) in the Rural Lands Stewardship Area Zoning Overlay District (RLSA), approve a Stewardship Sending Credit
Agreement, Stewardship Easement Agreement, and Escrow Agreement, and establish the number of credits generated.
CONSIDERATIONS: Collier County adopted the Rural Lands Stewardship Area (RLSA) Overlay District as an
innovative program designed to preserve natural resource areas, protect agricultural lands, and direct growth to suitable
locations. The RLSA relies primarily on incentives to protect natural resource areas. As landowners within the RLSA
voluntarily protect environmentally valuable land, public benefits can be achieved with little or no public funding. The
mechanism to achieve these public benefits is through the voluntary designation of Stewardship Sending Areas (SSAs)
in exchange for Stewardship Credits that can be used to entitle compact development.
Stewardship Sending Area (SSA) 20 totals approximately 655.7± acres and is located in Sections 22, 27, and 34;
Township 49 South; Range 28 East, Collier County. More specifically, SSA 20 is located north of Interstate I-75. SSA
20 will preserve approximately 655.7± acres of private lands. SSA 20 includes habitat for Florida panther (Puma
concolor coryi) and Florida black bear (Ursus americanus floridanus) and provides habitat for many other listed species
such as Big Cypress fox squirrel (Sciurus niger avicennia), wood stork
(Mycteria americana), little blue heron (Egretta caerulea), snowy egret (Egretta thula), tri-colored heron (Egretta
tricolor), Florida sandhill crane (Grus canadensis pratensis), and American alligator (Alligator mississippiensis).
This SSA application establishes the boundaries of a new SSA within Collier County (i.e., SSA 20); documents the
Natural Resource Index (NRI) values assigned to the SSA; proposes the elimination of certain land use layers; and
calculates the resulting number of Credits being generated. This application contains the NRI Assessment, support
documentation, SSA Credit
Agreement, and Stewardship Easement Agreement as required by Section 4.08.06 C of the Collier County Land
Development Code.
SSA 20 will remove residential uses, also described as Land Use Layer 1, general conditional uses, also described as
Land Use Layer 2, earth mining and processing uses, also described as Land Use Layer 3, recreational uses, also
described as Land Use Layer 4, and Agriculture Group 1, also described as Land Use Layer 5, Agriculture Support uses,
also described as Land Use Layer 6, Agriculture Group 2 also described as Land Use Layer 7 from 655.7± acres, while
retaining only the use rights for and conservation, restoration, and natural resource uses, also described as Land Use
Layer 8 as set forth in Section 4.08.06.B. of the LDC.
The designation of 655.7± acres as SSA 20, along with the removal of the most intense Land Use Layers, generates
1267.9 stewardship credits. This will give added protection to valuable habitats for endangered species such as Florida
panthers and wood storks and ultimately provide additional long-term conservation benefits to the region.
In summary, SSA20 will generate 1,267.9 total base credits in exchange for placing 655.7± acres into the SSA program.
This petition supports the objective of the Community Development strategic focus area to implement prudent
and inclusive policy development through effective planning for transportation, land use, and growth
management.
FISCAL IMPACT: The applicant has paid fees totaling $9,500 for the processing and review of the application and the

development and maintenance of a Stewardship Credit System Database for the purpose of tracking credits. There are
no additional fiscal impacts associated with the application.
GROWTH MANAGEMENT IMPACT: The Rural Lands Stewardship Area Overlay in the Future Land Use Element
(FLUE) established the process and requirements for establishing SSAs, which lands qualify for SSA designation, and
the use limitations for lands once designated as SSAs. The Rural Lands Stewardship Area Overlay is implemented
through the Rural Lands Stewardship Area Zoning Overlay District. The zoning overlay contains the same requirements
and limitations as the FLUE Overlay. Therefore, staff’s analysis indicates this petition for designation of SSA is in
compliance with the RLSA Zoning Overlay, and it may also be found consistent with the FLUE.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and it requires a majority vote for Board
approval. (HFAC)
RECOMMENDATIONS: To adopt a resolution creating Stewardship Sending Area 20 (CLH SSA 20) in the Rural
Lands Stewardship Area Zoning Overlay District (RLSA), designating 655.7± acres as SSA 20, approving a
Stewardship Credit Agreement, Stewardship Easement Agreement, and Escrow Agreement for 655.7 and establishing
the number of credits generated by the designation of said Stewardship Sending Area.

WHEREAS, Collier Land Holdings, Ltd., a Florida limited partnership (“CLH”
or “Owner”), owns approximately six hundred and fifty-five and seven-tenths (655.7)
acres located within the boundaries of the Rural Lands Stewardship Area Zoning Overlay
District (“RLSA” District”) located in Collier County, Florida; and
WHEREAS, Owner has voluntarily requested that said land be designated as a
Stewardship Sending Area (“SSA”) in accordance with, and pursuant to Section 4.08.06
of the Collier County land Development Code (“LDC”) and the terms of the Escrow
Agreement, Stewardship Sending Area Credit Agreement and Stewardship Sending Area
Easement Agreement for CLH SSA 20; and
WHEREAS, Owner has submitted a SSA Designation Application
(“Application”) for the CLH SSA 20 land, which staff has reviewed, along with support
documentation and information required by Section 4.08.06 of the LDC, and determined
that the Application is sufficient; and
WHEREAS, the Collier County Board of County Commissioners (“Board”) has
determined the Escrow Agreement, Stewardship Sending Area Credit Agreement, and
Stewardship Sending Area Easement Agreement for CLH SSA 20 are in compliance

with, and meet the requirements of the LDC, and provide a substantial benefit to the
general public.
NOW, THEREFORE, be it resolved by the Board that:
1. CLH SSA 20, as described in attached Exhibit 1, consisting of
approximately -five and seven-tenths (655.7) acres is hereby designated as
a Stewardship Sending Area (“SSA”), and will be officially designated as
“CLH SSA 20” on the official Zoning Atlas Map pursuant to the terms of
the Escrow Agreement, Stewardship Sending Area Credit Agreement and
the Stewardship Sending Area Easement Agreement for CLH SSA 20.
2. The Stewardship Sending Area Credit Agreement for CLH SSA 20
attached hereto as Exhibit 2, meets the requirements of Section 4.08.06 of
the LDC, and the Board hereby approves the Stewardship Credit
Agreement for CLH SSA 20.
3. The Stewardship Sending Area Easement Agreement for CLH SSA 20,
attached hereto as Exhibit 3, meets the requirements of Section 4.08.06 of
the LDC, and the Board hereby approves the Stewardship Sending Area
Easement Agreement for CLH SSA 20.
4. The Escrow Agreement for CLH SSA 20, attached hereto as Exhibit 4, is
hereby approved by the Board which provides for the delay of the
recordation of the Stewardship Sending Area Credit Agreement for CLH
SSA 20 and the Stewardship Sending Area Easement Agreement until
such time as the proposed Horse Trials Village Stewardship Receiving
Area has received the necessary final and non-appealable local, state and
federal permits other than plat, site development plan and building permits
necessary to construct the Horse Trials Village Stewardship Receiving
Area consistent with the provisions of Section 4.08.07 of the Collier
County Land Development Code.
5. The Board hereby establishes, grants and assigns one thousand two
hundred seventeen and seven tenths (1,217.7) Stewardship Credits to the
Owners, which may be sold, transferred, or otherwise utilized by the
Owner in accordance with Section 4.08.04 of the LDC and the terms of
the Stewardship Sending Area Credit Agreement for CLH SSA 20, the
Stewardship Sending Area Easement Agreement for CLH SSA 20, and the
Escrow Agreement for CLH SSA 20.
6. The Board further approves and authorizes the acceptance of the
Stewardship Sending Area Easement Agreement for the CLH SSA 20
lands.

7. By its designation of the lands described in Exhibit 1 as a Stewardship
Sending Area, the County shall not hereafter grant or approve any increase
in the density or additional uses beyond those uses specifically authorized
in the Stewardship Sending Area Credit Agreement for CLH SSA 20.

A.Grantor is the owner of approximately six hundred fifty five and seven tenths
(655.7) acres of land situated in Collier County, Florida, and more specifically
described in Exhibit "A" attached hereto and incorporated herein by reference
(hereinafter "Property" or "CLH SSA 20").
B.Grantor and Collier County entered into a Stewardship Sending Area Credit
Agreement ("SSA Agreement") of even date herewith, which designated the
Property "CLH Stewardship Sending Area 20" ("CLH SSA 20"). This six hundred
fifty five and seven tenths (655.7) acre parcel, as legally described in Exhibit "A,"
has been designated as a Stewardship Sending Area ("SSA") in accordance with
Section 4.08.06 of the Collier County Land Development Code ("LDC"). The
Property is depicted on Exhibit "B".
C.The SSA Agreement and Section 4.08.06.C.8 of the LDC requires Grantor to
provide a perpetual Stewardship Easement identifying the specific land
management measures for CLH SSA 20 and the party responsible for such
measures.
D.In exchange for the designation of the Property as SSA, the County has granted and
assigned to Grantor one thousand two hundred seventy one and seven tenths
(1,271.7) Stewardship Credits which will allow Grantor to entitle one hundred
twenty seven (127.0) acres for development within the Rural Lands Stewardship
Area District.

This ESCROW AGREEMENT is made as of the __ day of _____ , 2025
("Effective Date") by and between Collier County, a political subdivision of the State of Florida
("County"), and Collier Land Holdings, Ltd., a Florida Limited Partnership ("CLH"), hereinafter
referred to as ("Owner") and COLEMAN, YOVANOVICH & KOESTER, P.A., (the "Escrow
Agent"). The County, CLH, and Escrow Agent are collectively referred to herein as the "Parties".
RECITALS
WHEREAS, CLH is the owner of approximately six hundred fifty five and seven tenths
(655.7) acres of land within the boundaries of the Rural Lands Stewardship Area Zoning Overlay
District ("RLSA District") located in Collier County, Florida, which land is the subject of a
Stewardship Sending Area Application PL20240000438 ("SSA Designation Application") filed by
Owner with Collier County, Florida; and
WHEREAS, Tarpon Blue CE Management, LLC. ("TBCEM"), an entity related to CLH,
has submitted applications to Collier County, South Florida Water Management District, and the
Florida Department of Environmental Protection for authorization to develop the Horse Trials
Village Stewardship Receiving Area ("Horse Trials SRA") located within the RLSA District
consistent with the provisions of Sections 4.08.06 and 4.08.07 of the Collier County Land
Development Code; and
WHEREAS, TBCEM has advised Collier County that the Horse Trials SRA will be
developed consistent with the provisions of Section 4.08.07 of the Collier County Land
Development Code, which will include the submittal of a Stewardship Receiving Area (SRA)
application pursuant to Section 4.08.07 of the Collier County Land Development Code; and
WHEREAS, in order to develop the Horse Trials SRA in accordance with Section 4.08.07,
Owner is required under Section 4.08.07 to exchange Stewardship Credits granted under Section
4.08.06 for the additional residential or nonresidential entitlements necessary to develop the project
as an SRA; and
WHEREAS, the Owner submitted an SSA Designation Application requesting that the six
hundred fifty five and seven tenths (655.7) acre parcel (hereinafter referred to as "CLH SSA 20") be
designated as a Stewardship Sending Area in accordance with and pursuant to Section 4.08.06 of the
Collier County Land Development Code, and to establish Stewardship Credits that would be
available for Owner to develop the Horse Trials SRA; and
WHEREAS, Collier County reviewed the SSA Designation Application and determined that
the application was sufficient and would generate one thousand two hundred seventy one and seven
tenths (1,271.7) Stewardship Credits under the provisions of Section 4.08.06; and
WHEREAS, the County, Owner, and TBCEM acknowledge and agree that the issuance of
final, nonappealable governmental authorizations, including County approvals, necessary to develop

materials used in presentations before the Board will become a permanent part of the record.
