Executive Summary
Recommendation to reappoint 2 members to the Collier County Code Enforcement Board.
OBJECTIVE: To reappoint two members to the Collier County Code Enforcement Board, each to a three-year term
expiring on February 14, 2028.
CONSIDERATIONS:
This seven-member board, plus two alternates, was established pursuant to Chapter 162 of the Florida Statutes
by Ordinance No. 07-44, as amended, and is composed of individuals representing the occupations of
architect, business owner, engineer, general contractor, subcontractor and realtor, and who are considered for
appointment based on their experience or interest in the areas of the codes and ordinances to be enforced.
Members are required to file a Form 1 Statement of Financial Interest each year with the Supervisor of
Elections. Terms are 3 years. This is a quasi-judicial board. A list of the current membership is included in
the backup.
There four vacant seats on this board. Two for regular members and two for alternate members. The pending
vacancies were advertised, and applications were received from the following:

ATTENDANCE: During the past two years, Ms. Elrod and Mr. Rubenstein have each had 3 excused
absences. Attendance records are included in the backup.
STAFF RECOMMENDATION: As a quasi-judicial board no committee recommendation is required. Staff
recommends that Ms. Elrod and Mr. Rubenstein each be reappointed to new three-year terms expiring on
February 14, 2028. A recommendation memo is included in the backup. The remaining vacancies will
continue to be advertised.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

RECOMMENDATIONS: That the Board of County Commissioners adopts the Staff Recommendation, and authorizes
the Chair to execute the attached resolution confirming the reappointments.

RESOLUTION NO. 2025 - _____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA, REAPPOINTING KATHLEEN
ELROD AND LEROY RUBENSTEIN TO THE COLLIER COUNTY
CODE ENFORCEMENT BOARD.
WHEREAS, the Board of County Commissioners adopted Ordinance No. 07-44, as
amended, the Consolidated Code Enforcement Ordinance, which established the Collier County
Code Enforcement Board to hear and decide cases in which violations are alleged of any
provision of Collier County codes or ordinances; and
WHEREAS, Ordinance No. 07-44, as amended, provides that the Collier County Code
Enforcement Board shall consist of seven regular members and two alternate members; and
WHEREAS, there are four vacant seats on the Committee; and
WHEREAS, the Board previously provided public notice soliciting applications from
interested parties; and
WHEREAS, The Board has made its nomination for appointment, in accordance with the
requirements stated in Ordinance No. 21-02, as amended.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that KATHLEEN ELROD and
LEROY RUBENSTEIN are hereby reappointed to their seats on the Code Enforcement Board,
each to a three-year term to expire February 14, 2028.
This Resolution adopted upon majority vote on this the 13th day of May, 2025.
