Executive Summary
Recommendation to appoint Daniel High and reappoint Joseph Burke to the Coastal Advisory Committee.
OBJECTIVE: To appoint Daniel High, as a City of Marco Island representative, and reappoint Joseph Burke, as the
City of Naples representative, to the Coastal Advisory Committee. Each to four-year terms expiring on May 22, 2029.
CONSIDERATIONS: This nine-member committee was established by Ordinance 2001-03, as amended, to assist the
Board of County Commissioners with its establishment of unified beach erosion control and inlet management programs
within the unincorporated and incorporated areas of Collier County, to advise the Board of County Commissioners and
the Tourist Development Council (TDC) of project priorities with respect to funding sources that are available to Collier
County for restoration and protection of its shoreline, and to review and report on coastal water quality issues. The
committee is composed of 3 members from the unincorporated area of Collier County, 3 members from the City of
Naples and 3 members from the City of Marco Island. Appointments of members from the City of Naples and the City
of Marco Island shall be appointed from a list containing one or more qualified applicants submitted by the respective
governing bodies of those Cities. Selection for membership on this committee will be based upon the applicant’s
familiarity with coastal processes, inlet dynamics, coastal management programs, or demonstrated interest in such
programs; relevant education and experience; leadership and involvement in community affairs; and willingness to
attend meetings and to undertake and complete assignments. Terms are 4 years. A list of the current membership is
included in the backup.
The seats held by Stephen Koziar, representing the City of Marco Island, and Joseph Burke, representing the City of
Naples, expire on May 22, 2025. The vacancies were advertised and the respective city councils have forwarded the
following applicants for appointment:

CITY RECOMMENDATIONS: At its meeting on April 7, 2025, the Marco Island City Council voted to recommend
Daniel High for its representative on this committee, to a four-year term expiring on May 22, 2029. At its meeting on
April 16, 2025, the Naples City Council voted to recommend Joseph Burke for reappointment, as one of its
representatives on this committee, to a four-year term expiring on May 22, 2029. Correspondence from each City Clerk
is included in the backup.
ATTENDANCE: During the past two years, Mr. Burke has had perfect attendance. Attendance records are included in
the backup to this item.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.

RESOLUTION NO. 2025 - _____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING DANIEL HIGH AND JOSEPH
BURKE, TO THE COLLIER COUNTY COASTAL ADVISORY COMMITTEE.
WHEREAS, Collier County Ordinance No. 2001-03 established the Collier County Coastal
Advisory Committee to assist the Board of County Commissioners (Board) with its establishment of
unified beach erosion control and inlet management programs within Collier County and advise the Board
and Tourist Development Council of project priorities with respect to available funding sources for the
restoration and protection of the County shoreline; and
WHEREAS, Ordinance No. 2001-03, as amended, provides that the Coastal Advisory Committee
shall be composed of nine members (three unincorporated Collier County representatives, three City of
Marco Island representatives, and three City of Naples representatives); and
WHEREAS, there are two expiring seats on this committee, one representative for the City of
Marco Island, and one representative for the City of Naples; and
WHEREAS, the Board of County Commissioners previously provided public notice soliciting
applications from interested parties; and
WHEREAS, the City Councils have provided the Board with their recommendations for
appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA, that DANIEL HIGH, representing the City of Marco Island, is
hereby appointed to the Committee to a four-year term expiring on May 22, 2029, and that
JOSEPH BURKE, representing the City of Naples, is hereby reappointed to his seat on the
Committee to a four-year term expiring on May 22, 2029.
THIS RESOLUTION ADOPTED upon majority vote on the 13th day of May, 2025.
