Executive Summary
Recommendation to approve and authorize the Chairperson to sign Opioid Settlement Funds Amendment Two between
the Collier County Sheriff’s Office and Collier County to update the payment deliverable tables, add $300,000 for
outreach activities, project component four and revise exhibits D and E.
OBJECTIVE: To ensure the continued use of Florida Opioid Settlement Funds in addressing the opioid epidemic and
advancing Collier County's strategic objective of enhancing access to health, wellness, and human services.
CONSIDERATIONS: The National Opiate Litigation filed by the State of Florida and various local governments
against pharmaceutical companies has resulted in numerous settlements, to be distributed to the State of Florida over
multiple years (“Settlement Funds”). At the June 22, 2021 (Agenda Item #16.K.8) meeting, the Board of County
Commissioners (Board) approved Resolution No. 2021-136 supporting the terms and conditions of the Memorandum of
Understanding (MOU) provided by the Office of Attorney General, which set forth a framework of a unified plan for the
proposed allocation and allowable uses of Settlement Funds to mitigate the harmful effects of the opioid epidemic (the
“Florida Plan”). Resolution No. 2021-136 further authorized the County to execute formal agreements to implement the
Florida Plan.
On November 12, 2024, Agenda Item #16.D.6, the County and the Collier County Sherriff’s Office entered into an
agreement to implement a Medication-Assisted Treatment (MAT) program in the County jail.
On February 25, 2025, Agenda Item #16.D.2., the Board approved Amendment #1 to update language in the agreement
from contractor to subrecipient due to the recent assignment of a Catalog of State Financial Assistance (CFSA) number
and reallocate the funding amounts in Components 1 and 2 at the request of CCSO.
Amendment #2 will update the payment deliverables creating a payment deliverable table for the period of May 1, 2024,
through September 30, 2024 and an additional payment deliverable table for the period of October 1, 2024 through
September 30, 2026 due to an amendment to the subcontract agreement between CCSO and their MAT provider
YESCare. The amendment between CCSO and YESCare creates a flat fee, monthly invoice for years 2 and 3 of the
agreement. This amendment will also add component #4 – outreach activities (Laced & Lethal), including adding
funding for component #4 in the amount of $300,000, and update language in payment deliverables and exhibits D and
E.
Advancing Collier County's strategic objective of enhancing access to health, wellness, and human services.
FISCAL IMPACT: This action has no new fiscal impact. The funding for the purchase agreement associated with this
item is budgeted in Opioid Abatement Grant Fund (1850), Project 44059-Qualified and Opioid Subsidy Grant Fund
(1852), Project 44085-City/County.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this item.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a majority vote for
