OBJECTIVE: To approve and execute an updated Florida Department of Transportation (FDOT) through a Joint Participation Agreement for a Landscape and Irrigation Beautification Relocation Project from Pine Ridge Road and I- 75 to the Golden Gate Parkway Interchange and Parkway. CONSIDERATIONS: On June 28, 2022, Agenda Item 16.A.11, the Board of County Commissioners (BCC) approved and authorized the Chairman to sign a letter requesting grant funding through the Florida Department of Transportation (FDOT) for the Landscape and Irrigation Beautification Relocation Project from Pine Ridge Road and I-75 to the Golden Gate Interchange and Parkway. On February 27, 2024, Agenda Item 16.B.9, the BCC approved the Joint Participation Agreement (JPA) between the State of Florida Department of Transportation (FDOT) and Collier County for the amount of $390,000 for the Pine Ridge Interchange Landscape and Irrigation Relocation Project, authorize the Chairman to sign a Resolution. At the request of FDOT, the JPA was updated revising the boilerplate agreement and phase number. The updated JPA will replace the previously approved agreement. This item is consistent with the Collier County Strategic Plan to plan and build public infrastructure and facilities to meet the needs of our community effectively, efficiently, and sustainably. FISCAL IMPACT: There is no fiscal impact associated with updating the agreement. Funding for this project is budgeted within the Growth Management Grant Fund (1841), Project 33892. Maintenance is budgeted annually within the Growth Management Transportation Capital Fund (3081), Median Maintenance Project 60265. Sources of funding include the FDOT Grant and transfers from Unincorporated General Fund. GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Growth Management Plan, Transportation Element, Objective 1 to maintain the major roadway system at an acceptable Level of Service by implementing improvements as identified in the Annual Update and Inventory Report (AUIR) or by working directly with other responsible jurisdictions to implement needed improvements to their facilities.
