Executive Summary
Recommendation to approve the submittal of Federal Transit Administration (FTA) Section 5324 Emergency Relief
Grant application in the amount of $125,690 to repair damages to Collier Area Transit (CAT) facilities and recoup
operational costs for services rendered to assist with emergency operations as a result of Hurricane Ian, approve the
acceptance of the award through the Transit Award Management System (TrAMS), and authorize the necessary Budget
Amendments.
OBJECTIVE: To obtain grant funding to cover costs of damages to CAT facilities and operational costs for services
rendered to assist with emergency operations as a result of Hurricane Ian.
CONSIDERATIONS: On March 27, 2023, Collier Area Transit (CAT) received a notification of funding opportunity
(NOFO) for the Federal Transit Administration's (FTA) Section 5324 Emergency Relief Grant program. The FTA
allocated $212,301,048 million in disaster relief funding to public transportation systems affected by major disasters
declared in the calendar years 2017, 2020, 2021, and 2022. On, June 13th, 2023, Item 16.B.9, the Board of County
Commissioners (the "Board"), approved the submittal of the grant application. This application was for a total amount of
$125,690.30. Since then, the County has been notified that the funding has been allocated at the requested amount.
Hurricane Ian caused damage to Collier Area Transit (CAT) facilities, including flooding at the primary transfer station,
wind damage to buildings and trees, and other equipment. CAT also incurred costs for pre-storm evacuation
transportation, post-storm rescue operations, and other emergency services. The allocated grant funds will be used to
repair damaged infrastructure, replace equipment, and cover emergency operational costs.
A grant application must be entered into the Transit Award Management System (TrAMS) to utilize these funds. The
application has been prepared and attached for the Board's consideration. The grant requires a ten percent (10%) match.
After review and approval by FTA, the grant award is electronically executed in TrAMS by the Transportation
Management Services Department Head, who serves as the Board-appointed designee. The electronic system is also
used to manage the award and submit all required reports.
These funds will be used for both capital projects and operational costs. A breakdown of the funding allocation to
Collier County is in the table below:

This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation
system to reduce traffic congestion and improve the mobility of our residents and visitors. Additionally, the item is
consistent with the objective to support access to health, wellness, and human services.
FISCAL IMPACT: Budget Amendments are required to recognize the 90% federal share in the amount of $113,121
within the CAT Grant Fund (4031), Project 33921 and 10% match funds in the amount of $12,569 within the CAT
Grant Match Fund (4032), Project 33921. The Local funds are available within the CAT Operations Fund (4030)
supported by the annual General Fund (0001) operating transfer.
GROWTH MANAGEMENT IMPACT: Transit capital and operations support goals and objectives of the
Transportation Element of the Growth Management Plan.
