Executive Summary
Recommendation to approve the partial releases of two code enforcement liens with an accrued value of $908,650, for
payment of $18,075, in the code enforcement actions titled Board of County Commissioners v. Jordan A. Thompson.
Code Enforcement Board Case Nos. CESD20170002326 and CEV20190000788, relating to property 151 Cypress Way
E #D106, Folio No. 48581200006, Collier County, Florida. The above-noted Code Cases continue to encumber all real
property owned by Mr. Thompson, including 672 92nd Ave N (Folio # 62704560004). Mr. Thompson lost title to 151
Cypress Way E. #D106 due to a court-ordered judgment in August 2024. If approved by the Board, the balance of the
accrued fines would continue to accrue against the property at 672 92nd Ave N. (Folio #62704560004).
OBJECTIVE: For the Board of County Commissioners to accept an offer to partially release two code enforcement
liens encumbering property located at 151 Cypress Way E #D106 (Folio No. 48581200006) for payment of $18,075 in
relation to Code Enforcement Board Case Nos. CESD20170002326 and CEV20190000788.
CONSIDERATIONS: As a result of code violations at 672 92nd Ave N., owned by Jordan A. Thompson, code liens
were placed on all the properties under his ownership, including the subject property located at 151 Cypress Way E
#D106 (Folio No. 48581200006). The liens were recorded in the Official Records on November 7, 2017, at O.R.
Book 5446, Page 3525, and on August 12, 2019, at O.R. Book 5661, Page 3506.
The subject property 151 Cypress Way E #D106 (Folio No. 48581200006), which was encumbered by the above-
reference code liens, was sold to the winning bidder, Emilio Garcia, president of National Judgement Recovery Group,
Inc., and a Certificate of Title was recorded in the Official Records on August 15, 2024, at O.R. Book 6389, Page 1905.
Mr. Garcia filed a Quit Claim Deed under his business, Nevada Investment Group, recorded on September 26, 2024, at
O.R. Book 6401, Page 3006.
Mr. Garcia is seeking a partial release of the code liens for 151 Cypress Way E, #D106 (Folio No. 48581200006). All
property currently owned by Jordan A. Thompson remains encumbered by the subject code liens.
As of today, there are no code cases related to 151 Cypress Way E #D106 (Folio No. 48581200006). The property is
being actively maintained, and Mr. Garcia offers to pay $18,000 for the partial release of the code liens. However, Code
Enforcement recommends accepting payment of $18,075.
The recommended payment of $18,075 is based on ten percent of the Collier County Property Appraiser’s Assessed
Value of $180,750 and meets the criteria outlined in Resolution 2023-90.
This item is consistent with the Collier County strategic plan objective to preserve and enhance the character of our
community.
FISCAL IMPACT: Acceptance of payment of $18,075 to settle the liens will correlate to what is outlined in Collier
County Resolution 2023-90. If approved by the Board, the balance of the accrued fines would continue to encumber all
real property owned by Jordan A. Thompson.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: The County Attorney’s Office has reviewed this item and approved it as to form and
legality. Majority support is required for approval. This item conforms to the Board’s policy contained in Resolution
2012-46. RTT
RECOMMENDATIONS: To accept payment in the amount of $18,075 and authorize the Chairman to sign the
attached partial releases of liens for recording in the Official Public Records.

2/24/17, on site, several photos taken of the

at the door, I waited outside for 20-30 minutes
no one came out of the residence. there is a
possible unpermitted garage conversion and
in the rear of the property there is a new
addition or lanai enclosure. No permit located
for the garage conversion or lanai/addition. i
located a permit in CD plus from 1989 for
"screen room" I am unable to ascertain
whether there was a screened lanai added or
what exactly was permitted. The permit in
question was CO'ed. The 1985 aerial photos
shows no lanai or addition. The next availible
and readable aerial was from 2003 and
showes the lanai/addition. I ordered the
property card and once that is recieved, I will
continue researching the property/permits.
