Collier County, Florida, personally appeared Code Enforcement Department ("CED")
Supervisor Adam Collier, who being duly sworn, deposes and says that he has cause to believe
and does believe that a condition of non-conformity exists on the property more particularly
described as:

Curtilage and exterior areas of the property.- ,,/
On March 14th, 2025, CED received a complaint from the Collier County
Sherriff s Office (CCSO) alleging that the property located at 15859 Janes Scenic
Dr., Naples, FL 34137, had prohibited outside storage and/or litter. On March
20th, 2025, Donald Joseph investigated a complaint from Janes Scenic Dr and o
observed a "No Trespassing" sign on the gate, along with Multiple Vehicles, ce
Trailers, and Recreational Vehicles. On May 12th, 2023, Donald Joseph spoke
with a resident who identified himself as Mark Markle and requested permission c °
to inspect the interior of the property. Mark Markle denied Donald Joseph's ow z
request for access to the property. There is no reason to believe that further o a
requests for access will be successful without the issuance of an Inspection N a o Q
Warrant or similar court order. The case history, aerial observation, and 0 o
01 observation from the street, coupled with the current complaint made by the 5 o
Collier County Sheriff's Office, leads the CED to believe that there is a health, Ce o }
safety, and welfare concern for the residents of the community and the property. °N z

Subsequent research revealed that the property is owned and occupied by Helen csi
o 0• OWCO
Braughman, according to the records of the Collier County Property Appraiser for o to
Folio No. 1134803606 (property record attached as Exhibit A & B). In addition, • w w o w
a review of aerial imagery on Collier County Property Appraiser for the years
2019 - 2025 shows an increase in accumulation of outside storage and/or litter

(Aerial Imagery Attached as Exhibits C — I). Also, there is a pattern of similar
cases reported to the CED within the past five years (Previous Code Case Detail
Reports Attached J — N). Photos taken from Janes Scenic Dr as part of current
case CENA20250002942 (Images Attached Exhibits 0—Q)
I am satisfied that there is reason to believe that conditions of non-conformity exist with
respect to the above-referenced property, which conditions would constitute violations of local
law with respect to building, fire, safety, environmental, animal control, land use, plumbing,
electrical, health, minimum housing, and/or zoning regulations.
This Inspection Warrant shall be effective for a period of fourteen(14) days from the date
of its issuance unless extended or renewed by me upon being satisfied that such extension or
renewal is in the public interest.
This Inspection Warrant must be executed and returned within the time specified or
within the extended or renewal time period. After the expiration of such time, the Inspection
Warrant, unless executed, is void.
An inspection pursuant to this Inspection Warrant shall not be made between 6 p.m. of
any day and 8 a.m. of the succeeding day; on Saturday, Sunday, or any legal holiday; or in the
absence of an owner or occupant over the age of 18 years of age unless specifically authorized
upon a showing that such authority is reasonably necessary to effectuate the purpose of the rule
being enforced.
This Inspection Warrant shall not be made by means of forced entry. Notice that this
Inspection Warrant has been issued shall be given to the property owner at least 24 hours before
the Inspection Warrant is executed. Immediate execution of this Inspection Warrant shall be
prohibited.
Any person who willfully refuses to permit an inspection authorized by a
warrant pursuant to Chapter 933, Florida Statutes is guilty of a misdemeanor of
the second degree,punishable as provided in Section 775.082 or 775.083 of the
Florida Statutes.

BEFORE ME, personally appeared Adam Collier, Supervisor, known to me to be the
person who personally executed this Affidavit and who, first being duly sworn, says under oath
as follows:
1. My name is Adam Collier. I have been employed by Collier County's Code
Enforcement Department ("CED") for the past 3 Years. In my employment, I am
charged with the inspection and investigation of potential violations of the Collier
County Code of Laws and Ordinances and the Land Development Code.
w 2. On March 14th, 2025, CED received a complaint from the Collier County Sherriffs
Office (CCSO) alleging that the property located at 15859 Janes Scenic Dr., Naples, FL

4. Based on my experience, knowledge, and training, I reasonably believe that a condition
of nonconformity may exist on the Property, as alleged in the complaint, and that such
condition would constitute a violation of the Collier County Code of Laws and
Ordinances and/or the Land Development Code with respect to building, fire, safety,
environmental, animal control, land use, plumbing, electrical, health, minimum housing,
and/or zoning regulations. Therefore, as an investigator with CED charged with
investigating complaints and inspecting property to determine whether any applicable
violations exist, my access to the Property is critical and necessary to performing my
duties.

Detail Description: Derelict vehicles, drug dealing, prostitution/human trafficking, squatters, trash overflowing
into the protected and environmentally sensitive park and private areas owned by neighbors,
unregistered mobile homes, illegal scrap metal business being run from property, property
being used as a dump. Open drug use of heroin and meth being done in the open in front of the
property after junkies make the purchase at this property. Illegal dumping into waterways in
front of property. Massive trash being spread all over due to this nuisance property.

Notice of Violation and the completed by 5-11-
2023 date. He advised he is having a
personal issue but will try and start cleaning

gate and I advised him one would be arriving
shortly in the US Mail. I informed him my next
site visit was scheduled for 5-12-2023.

h Compliant Markel at the properties front gate. I asked
for but was denied entry onto the property by
Mr. Markel. The litter and outside storage on
the property has been greatly reduced from
what could be seen from a legal vantage.
The green bus and RV that are in view are
both operable and licensed according to Mr.
Markel. Both vehicles are permitted by
Copeland Zoning Overlay. Mr. Markel denied
operating a scrap metal/junk sales business
from his property. Mr. Markel stated he
needed just a little more time to finish his
clean up of the property. I offered him two
more weeks but he requested that I return in
one week on 5-22-2023. Photos taken and
