Adoption of Agenda Motion to adopt agenda made by Vice-Chairman, Al Schantzen; seconded by Sam Saad, Jr.; approved unanimously, 7-0. VI. Public to be Heard (Non-Agenda Items) Mona Kadow present on zoom and wanted to thank all of the board members and staff for their work on this committee. VII. Consent Agenda (Attachment 1) a. March 6, 2025, Meeting Minutes Motion made by Vice-Chairman, Al Schantzen, to approve the minutes as written; seconded by Steve Rigsbee; approved unanimously 7-0 b. Financial Report - attached with minutes Fund 1020 Bayshore/Gateway Triangle (pages 5-10 of the meeting agenda packet) VIII. County Agencies and Presentations a. Public Safety Report by Sheriff’s Office, Sgt. Allyn Tuff Report for March: three burglaries, six crashes with injuries; zero shootings, stabbings and robberies. We had traffic ops along Bayshore and we did 210 stops in the month of March. E-Bikes – people are not locking up and they are getting stolen; ask that you get the word out to just lock them up (considered grand theft). Invited on April 25 “Coffee with a Cop” from 9 to 11 at the Wawa on Rattlesnake and 41. Introduced Corporal Carosa, who will be reporting to committee during his absence. b. Collier County Wastewater – Robert Von Holle, Director (as needed) Nothing to report from the director. • Maurice Gutierrez, Jr. Thanks for the emails regarding traffic and work going on. Handled really well as part of the rework of the water lines on Pine Street. • Discussion on upgrades at Bayshore and Weeks; in design stage; residents notified of the project; will have to bid on project (takes approximately 9 months. People do know a big project is coming. Before we start the construction project, there will be a public meeting for that. c. Collier County Code Enforcement – Adam Collier, E Naples Supervisor (Attachment 2) – not addressed 3 d. Development Report by Laura DeJohn, Johnson Engineering (Attachment 3- March Report) • Ms. DeJohn advised that the temporary use permitting records were not pulled for this meeting and would be made available next month. • Zoning Petitions: [NOTE: Audio recording of this meeting had a delayed start and actually started recording during Laura DeJohn’s presentation at item number 10 below. Since there was no report attached relative to this presentation, unable to fill in all of the needed information for items 1-9.] 1) Wild Pines Apartments 2) 3266 - zoning 3) 3050 4) 3030 Thomasson Drive – zoning request 5) 8080 Bayshore – verification of zoning 6) Shoreview – lot line adjustment – 2nd application 7) Brookside – rezone presented last month 8) Mangrove Rd – approved – all two bedroom units – site draw plan 9) Palm Street – Naples Hotel – 3rd submittal 10) Plantation Way is between Areca Avenue and Barrett Avenue and there is a request to allow a 12X30 shed on that property. 11) The Areca Hotel and Condos had a pre-application meeting on March 19th for a three story hotel building, with 12 rooms and a two story condo building with 5 units. Expect changes – drawings submitted were met with substantial comments by staff. 12) Windstar has a fitness center Site Development Plan amendment that's continuing through the process. They also have asked for an administrative parking reduction for their cart barn and fitness center expansion, but that's inside Windstar. 13) Snappy Car Wash, presented in the past couple of months, went to the Hearing Examiner and they were issued approval of their slight modification to their landscaping along Davis Boulevard. They have now submitted their 4th round of their Site Development Plan, so it is on its way to get approved. 14) Justin's Village replat is off of Calusa. It's a St. Matthew's house project, and they have now come in with all of their plat related material to replat in support of a multifamily development. They got their zoning approval about a year ago, and now the permitting is underway, for multifamily. 15) The Shadowlawn Drive multifamily project has been renamed to 9 South, right near Connecticut. It went to the Hearing Examiner last Thursday, so it takes within 30 days for the hearing examiner to issue a decision, and that was for the request for the two bonus density units. 4 16) The Bayshore Warehouse was the proposed use along Bayshore for an event center, and they got a zoning verification letter issued in early March, indicating what they can and cannot do as far as events in that location. 17) 2891 Bayview Drive is an administrative parking reduction; that was the 360 Market. They got staff approval for their parking reduction request. Discussion regarding approval of this parking reduction request. 18) Linwood Shop, who is a private owner who wanted to create a structure to keep cars, and they had a insubstantial change that got approved in early March for their private car storage building on Linwood. 19) Discussion on VRO or short-term vacation rental registration. 20) Discussion on PL23001721, Pine Street Car Wash. 21) Discussion on 4.2.16 Land Development. 22) Tami Scott, Project Manager Discussion on the 100 acres at the end of Bayshore Drive after you go past Hawley. Opportunity to get in at the beginning so we can ask for some things that we did not get before in earlier phases. DeJohn suggested that it may require a change to the MSTU boundary and that is something to look at too. 23) John Dunnuck advised that the owner of the property adjacent to Rebecca’s intends to create some public parking in the form of a garage. IX. Old Business: Tami Scott, MSTU Project Manager prepared a memorandum and reported updates on current projects: 1) Irrigation: Received a quote from the new irrigation contractor, for two big irrigation pumps that are projected to cost approximately $75,000. Also need new controllers for the pumps. Staff is waiting on an additional quote from the Motorola representative. Information will be shared once both quotes are received. Equipment is compatible with Collier equipment; interchangeable. Work is five years overdue. A proposal will be provided as soon as I get the actual numbers. 2) Sidewalk Pavers: New paver company, Home Care Pressure Cleaning, LLC, has started. He came out again on Friday and did a section from Becca down to the parking lot. Anticipated to work once a month & do certain sections and tackle it that way. We are on an end of the month schedule for repairs. If anyone should see any area that needs attention, please contact and I can include that in whatever section he is doing (ex. Trip hazards, etc.). 3) Crosswalk Study: Retained Atkins Engineering and they have provided staff with two proposals studies—Bayshore Drive and Shadowlawn. Proposals are currently with the Collier County transportation department for review and will be presented to staff when approved with other Collier County agencies. 5 Shadowlawn is estimated at $155,000 through design ($32,000 design portion). Bayshore is estimated at $247,000 through design ($47,000 design portion). 4) Vi age Marina: Staff is working on landscaping at Viage Marina from the new fence along Bayshore Drive. The new landscaping was in agreement with the marina during the SDP process to move the fence back to provide for additional parking area, similar to what we did for Moorhead Manor. 5) Haldeman Creek Study: Staff has received the final proposal from Humiston & Moore, information sent to procurement for approval. A budget amendment was necessary to start the process. Proposal from Humiston & Moore close to $40,859. Soon as we get that budget amendment, we will move forward with that. 6) 17 Acres Boardwalk Project – 63 days into that project with a start date of January 28, 2025. Majority of exotic vegetation is completed; need access from gentleman on the island – he left and took house with him. Team is working on solutions for the concrete debris. Balance of material – fill carbian baskets; balance get road maintenance to take it from us. Got updated pay up schedule today and completion date of December – entitled to that time – hoping we can get it done sooner. X. New Business a. Reappointment Advisory Board Al Schantzen (Attachment 5) Motion by Maurice Gutierrez, Jr. to reappoint Al Schantzen to advisory board; seconded by Kristin Hood; motion carried unanimously. b. Reappointment Advisory Board Steve Rigsbee (Attachment 6) Motion by Sam Saad, Jr. to reappoint Steve Rigsbee to advisory board; seconded by Kristen Hood; motion carried unanimously. c. The Clerk’s March 2025 Report regarding Bayview Park and Naples Pier (Attachment 7) Requested by Branimir Brankov who is out of the country. Suspect Brankov did not read the entire document. Word out on the impacts of those in that area. XI. Advisory Board and General Communications a. Public Comments • Confirmed that the abused women’s shelter at the corner of Becca was bought. • Sam Saad, Jr. advised of the Naples Police Honor Guard event on Thursday night. b. Correspondence i. April 7th Neighborhood Cleanup (Attachment 8) 6 • Shirley Garcia Will have a 30 yard dumpster on Bayshore Drive for the community to get rid of any outdoor or indoor storage. We can assist with bulky items. ii. CRA Staff – Shirley Garcia, 20yr Service Award BCC Meeting April 22 @ 9pm. iii. Great American Clean Up (Attachment 9) • Maurice Gutierrez, Jr. Last is the cleanup we just had – cleaned up 128 labs which is a lot of garbage which is no longer on the water or on the streets. Next time we do a cleanup include the other side of the creek – seems to be quite a bit of stuff on the south side of the creek in and around Lanyard Harbor. XII. Next Meeting a.
