members. Should a hearing be held on this item, all participants are required to
be sworn in. Recommendation to approve an Ordinance amending Ordinance
Number 2021-18, the NC Square Mixed-Use Planned Unit Development, to
decrease the commercial uses from 44,400 square feet to 36,500 square feet of
gross floor area, remove the 12,000-square-foot daycare use and increase the
maximum residential units from 129 to 205 with affordable housing. The
property is located at the southwest corner of Immokalee Road and Catawba
Street, approximately 1.6 miles west of Wilson Boulevard in Section 29,
Township 48 South, Range 27 East, Collier County, Florida, consisting of 24.4±
acres, and provides an effective date. (Companion to Item 9.A.) (2024-2208)

SUBJECT - Valencia Trails - NC Square MPUD
I am a resident of the Valencia Trails community which is adjacent to the NC Square MPUD currently being
evaluated by the Planning/Zoning Board.
I have shared several concerns at one of the prior open houses against changing the current plans for NC
Square MPUD from 129 Townhomes for individual homeowner ownership to 249 rental apartments.
There are currently several properties being currently being constructed or planned in a 10 mile radius to
Valencia Trails , MANY with the aim of building properties for the benefit of assisting low income folks like Fire
Fighters, Police, Teachers, Ambulance Squad members, etc. with the desire to “Live Local”. How many Live
Local properties /units are being built in this 10 mile radius? How many employees in this category is the
County planning on employing that don’t already have housing? Based on the answers to these questions,
there is no need to increase the number of units from 129 to 249 at NC Square.
If the aim is to benefit mid income wage earners, I believe that it would be beneficial for a certain segment of
the local working folks to also be afforded access to affordable homes for purchase. This townhome
ownership will benefit the county by enabling a longer term commitment to maintaining residency in
Collier County. Accordingly, the NC Square MPUD should remain a townhome for purchase ( and to the
originally allocated number of 129 units and not increased to 249 units) by the local working public service
folks as currently is planned , and not to permit apartments for rent.
Secondly, I have made several attempts to ascertain a response from Peter Klopf regarding a question about
the NC Square site drainage plan to diverge water runoff to the Preserve and into Valencia Trails property. (
see email in the string below and its attachment) There has been zero response from Peter K, in this matter
and am concerned about the adverse impacts of diverting water run off into the preserve, and onto Valencia
Trails Property. I did outline in red ( see page 3 , the drawing titled C – X -01-1 . The Project developer

shows the drainage going 1) into the preserve, and 2) onto /over the property boundary which would put the
water into VT. Please explain why storm run off will be allowed to enter the Preserve and adjacent private
property.

I am a resident of Valencia Trails which is adjacent to the NC Square MPUD currently being evaluated by the

On Oct 24, 2024, I shared with you several concerns on the latest documents presented (see attached PDF file) by the
firm representing the NC Square MPUD development but have not received any feedback.
I did look at the latest NC Square MPUD documents ( Attached and dated 10-1-2024), and I do have a question/ concern
about the proposed drainage plan.
I did outline in red ( see page 3 , the drawing titled C – X -01-1 . The Project developer shows the drainage going 1) into
the preserve, and 2) onto /over the property boundry which would put the water into VT. Please explain why storm
run off will be allowed to enter the Preserve and adjacent private property.
I don’t think they should be allowed to push storm water drainage into the preserve OR onto another property. LMK
