Executive Summary
Recommendation to appoint William Reagan as a member to the Housing Finance Authority.
OBJECTIVE: To appoint Mr. Reagan to the Housing Finance Authority to fill the remainder of a vacant term expiring
on September 11, 2026.
CONSIDERATIONS:
This five-member authority was created by County Ordinance No. 80-66 on July 29, 1980, pursuant to Chapter 159, Part
IV, Florida Statutes as a governmental body authorized to issue tax exempt bonds. A majority of the members shall be
knowledgeable in one of the following fields: labor, finance, or commerce. Terms are 4 years. A list of the current
membership is included in the backup.
There is one vacant seat on this Authority. The vacancy was advertised, and the following application was received:

RECOMMENDATION: Mr. Don Pickworth, who oversees the Housing Finance Authority, is recommending that Mr.
Reagan be appointed to the Housing Finance Authority, to fill the remainder of a vacant term expiring on September 11,

FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

RECOMMENDATIONS: That the Board of County Commissioners adopts the Recommendation and authorizes the
Chair to execute the attached resolution confirming the appointment.

RESOLUTION NO. 2025 - ____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA APPOINTING WILLIAM REAGAN TO
THE HOUSING FINANCE AUTHORITY.
WHEREAS, Collier County Ordinance No. 80-66 established the Housing Finance Authority
of Collier County, Florida (Authority) pursuant to Chapter 159, Part IV, Florida Statutes; and
WHEREAS, Ordinance No. 80-66 provides that the Authority shall be comprised of five
members with not less than three of the members knowledgeable in the fields of labor, finance or
commerce; and
WHEREAS, there is one vacant seat on this Authority; and
WHEREAS, the Board of County Commissioners previously provided public notice soliciting
applications from interested parties; and
WHEREAS, the Authority has provided the Board of County Commissioners with its
recommendation for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that WILLIAM REAGAN, who is
knowledgeable of finance, is hereby appointed to the Housing Finance Authority, to the remainder
of a vacant term which shall expire on September 11, 2026.
THIS RESOLUTION ADOPTED after majority vote on the 8th day of April, 2025.
