Agenda 04/08/2025 Item #16D 9 (CDBG subrecipient Agreement #CD23-03 between COllier County and Renaissance Hall Senior Living, LLP for preconstruction cost associated with Phase II Senior rental housing)4/8/2025 Item # 16.D.9 ID# 2025-405 Executive Summary Recommendation to approve and authorize the Chairman to sign Community Development Block Grant Subrecipient Agreement #CD23-03 between Collier County and Renaissance Hall Senior Living, LLLP in the amount of $329,706.00 for preconstruction cost associated with Phase II senior rental housing. (Housing Grants Fund 1835) OBJECTIVE: To fund the predevelopment of senior rental housing and advance the County’s strategic plan by fostering comprehensive affordable housing opportunities for low- to moderate-income households in Collier County. CONSIDERATIONS: Annually the County receives U.S. Department of Housing and Urban Development (HUD) entitlement funds to allow local governments to meet program-specific community needs. Entitlement programs include Community Development Block Grant (CDBG), which can be used to fund a wide variety of projects such as public services, public infrastructure, and public facilities. On June 22, 2021, Agenda Item #16.D.7, the Board of County Commissioners (“Board”) approved the County’s U.S. Department of Housing and Urban Development (HUD) Five-Year Consolidated Plan (“CPP”) for use of entitlement funds for the program year period of PY 2021-2025 through Resolution 2021-131. On July 11, 2023, Agenda Item #16.D.3, the Board approved the Collier County Consolidated Plan – One-year Action Plan for Federal Fiscal Year 2023-2024 for the CDBG Program with Resolution 2023-131A. On October 24, 2023, Agenda Item #11.C., the Board approved funding allocations to support the Golden Gate Golf Course senior housing project in the amount of $329,706. The Board in accordance with the County’s Citizen Participant Plan 2021-2025, waived the requirement to submit an application for funding following an “Open Door” process in which applications for funding can be conserved and accepted at any time during the program year until funds are no longer available for activities approved by the Board. On May 28, 2024, Agenda Item #16.D.4, the Board approved the substantial amendment to the PY23 Annual Action Plan to recognize this project and through Resolution 2024-96. On September 25, 2024, the HUD Field Office completed its review of the Collier County, FL Annual Action Plan for 2023 version 1A. The proposed agreement, #CD23-03, in the amount of $329,706.00, will utilize FY23 CDBG entitlement funds to support the predevelopment costs associated with affordable housing to benefit seniors who are low- and moderate- income. The agreement term is October 1, 2024 to January 5, 2027. The COUNTY determined that the project principally benefits low- and moderate-income seniors, fits into community priorities set out by the Consolidated Plan, shall be completed within a reasonable time frame, and that the SUBRECIPIENT benefits from previous CDBG experience for related activities. This item is consistent with the Collier County strategic plan objective to support comprehensive affordable housing opportunities. FISCAL IMPACT: There is no new fiscal impact associated with this agreement. Funds in the amount of $329,706.00 for the Agreement are located in Housing Grant Fund 1835, Project 33855 (CDBG). GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
