Executive Summary
Recommendation to approve and authorize the Chairman to sign a Memorandum of Understanding between Collier
County and McDowell Housing Partners Collier, Ltd., for the operation of the Community and Human Services Senior
Nutrition Program. (Human Services Grant Fund 1837)
OBJECTIVE: To operate the Senior Nutrition Program currently administered by the Community and Human Services
Division in support of the County’s Quality of Place focus area by providing access to health, wellness, and human
services to Collier County’s frail and elderly clients.
CONSIDERATIONS: On January 1, 2008, the Community and Human Services Division assumed operation of the
Older American’s Act Grant nutrition programs in Immokalee, Naples, and Golden Gate. The nutrition program is
funded through an agreement between Collier County and the Area Agency on Aging of SW Florida (AASWFL) with
funds from the Older American’s Act (OAA) Grant program from the Florida Department of Elder Affairs.
The County entered into an agreement with AAASWFL on February 11, 2025 (Agenda Item #16. D.5 ) for nutrition
services. Grant funds are used to hire staff, pay for meals, equipment and other operational expenses associated with the
nutrition program. To operate the nutrition program, Community and Human Services must locate building space that is
located conveniently to seniors in the County. The space must meet the following requirements per the OAA grant
requirements: handicap accessible, full kitchen and restroom facilities, and be able to accommodate at least 40
participants.
The proposed Memorandum of Understanding (MOU) is to operate a congregate meal site at the Cadenza II location at
8455 Rattlesnake Hammock Road, Naples, Fl. This location will accommodate the current East Naples meal site
participants plus those who reside at the senior housing complex. It is anticipated that 40 seniors will receive meal
service daily.
The MOU provides for an initial agreement term of three years, after which time the agreement will be re-evaluated by
both parties. McDowell Housing Partners Collier, Ltd. is not charging the County for the space and will be responsible
for all costs pertaining to janitorial services, air-conditioner maintenance, pest control, filter replacement, phone service,
and electricity charges at their properties. The MOU has been reviewed by the Collier County Risk Management
Division and all County employees and volunteers serving at the meal sites are covered by the County’s insurance
policy.
The Senior Nutrition Program, currently administered by the Community and Human Services, is consistent with the
Collier County strategic plan objective Quality of Place focus area by providing access to health, wellness, and human
services to Collier County’s frail and elderly clients.
FISCAL IMPACT: There is no Fiscal Impact associated with this Item. Funding for the Senior Nutrition program
currently resides in Human Services Grant Fund 1837 Projects 33929, 33930, and 33932.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Item.
