Agenda 04/08/2025 Item #16C5 (BA & Purchase Order reallocating FY25 Wastewater Division budget for the purchase of 3 vehicles for the Northeast Service Area Interim Wastewater Treatment Plant)4/8/2025 Item # 16.C.5 ID# 2025-836 Executive Summary Recommendation that the Board of County Commissioners, ex-officio the Governing Board of the Collier County Water- Sewer District, approve the Budget Amendment and Purchase Order in the amount of $399,600 to reallocate FY25 Wastewater Division budget funds for the purchase of three vehicles for the Northeast Service Area Interim Wastewater Treatment Plant. (Fund 4008). OBJECTIVE: To reallocate FY25 Wastewater Division Operating Expense funds to the Capital Outlay fund for the purchase of three vehicles for the Northeast Service Area Interim Wastewater Treatment Plant. CONSIDERATIONS: On April 11, 2023, Item 11.C, the Board of County Commissioners approved an operations and maintenance budget in the amount of $1,200,000 in fiscal year 2023 (FY23) for the newly constructed interim Northeast County Water Reclamation Facility (NECWRF). The approved budget included twelve (12) Full-Time Equivalent positions, operating expenses, purchase of four trucks, a transit van, Kubota vehicle, forklift. Subsequently, Staff issued the purchase order (4500225661) to Tamiami Ford Inc., for the purchases of five (5) vehicles. Two (2) vehicles were delivered and paid in FY24. Due to the long lead time on the delivery of vehicles, the remaining three (3) vehicles were expected to be delivered and paid late in FY24; however, two vehicles were not delivered until FY25 and one vehicle is expected to be delivered during FY25. The purchase order and the budget did not carry forward to FY25. The District is reallocating resources to provide the funding necessary to pay for the remaining three (3) vehicles. This item is consistent with the Collier County strategic plan objectives, Quality of Place, and Infrastructure and Asset Management. FISCAL IMPACT: Funding in the amount of $399,600 is needed for the purchase of three vehicles: (2) Ford Super- Duty F-450 Trucks. The trucks are equipped with heavy-duty cranes, enhanced suspensions, and industrial-grade toolboxes ($341,900); (1) Ford Transit Van. The van is equipped with customized shelving for electrical supplies ($57,700). The source of funding is the Water Sewer Operating Fund (4008). A budget amendment is required to reallocate funding in the amount of $200,000 from the NCWRF (Cost Center 233312) and $199,600 from the SCWRF (Cost Center 233352) to the NEWRF (Cost Center 233355) within the Water Sewer Operating Fund (4008). GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this action.
