On March 19, 2024, Collier County paid FP&L for installing two transformers as part of the Davis Boulevard (Santa Barbara to Collier Boulevard) Landscape and Irrigation Installation Project. This advanced planning with FP&L ensured that a proper power supply was present before the grant installation project started. Since January 11, 2025, FP&L scheduled meter installation but found that the transformers they installed were defective and that new transformers were needed. FP&L provided a six-week installation schedule, which has passed. On February 26, 2025, FP&L installed the meters. Hannula Landscaping requires 34 additional days for workforce mobilization and project electrical hook-ups. No additional dollars are requested. 2.) The project has been stopped since January 11, 2025, with 42 days remaining to substantial completion of the work on this contract. 3.) This change was not included in the original contract because Collier County requested the transformer installation separately before the project began to avoid delays. Collier County does not have the ability or authority to inspect and test FP&L's work, so FP&L has not been able to provide schedules. 4.) If the change is not processed, the contractor will not have sufficient time to mobilize their labor force to complete the project. Pam: The work on project 24-8203 Davis Boulevard(SR 84)Santa Barbara Boulevard to Collier Boulevard Landscape&Irrigation Installations was stopped on January 11,2025 due to defective FP&L(Florida Power And Light)transformers that were installed by FP&L.The correct transformers are needed to operate the two pump stations which in turn provide water to the irrigation system for proper hydration of the landscape plantings. Due to the delay of FP&L not providing adequate power on a timely basis, Hannula Landscaping and Irrigation,Inc. will require remobilization time in order to complete the remaining work. In addition,we will have to resource the landscape materials, irrigation materials,equipment,tabor and schedule freight deliveries which will require additional time. The amount of time needed for the remobilization is thirty four(34)days. This added to our remaining contractual time of forty two(42)days to substantial completion brings the total days to seventy six(76)days to substantial completion from the notice to start work. Please issue the proper documentation to extend the time.
