Agenda 03/25/2025 Item #16J 1 (Authorize BA in the amount of $1,600,000 within General Fund (0001) and Collier County Sheriff's Office Fund)3/25/2025 Item # 16.J.1 ID# 2025-802 Executive Summary Recommendation to authorize Budget Amendments, in the amount of $1,600,000 within General Fund (0001) and Collier County Sheriff's Office Fund (0040) to reallocate current funding from the the Collier County Sheriff’s Office Fund (0040) to Collier County Capital-Wide Capital Project Fund (3001) via adjustments to General Fund (0001) transfers and appropriate the funding within County-Wide Capital Project Fund (3001) to allow for the reimbursement of funding to the Collier County Sheriff’s Office for modifications to administrative offices at Building J1. OBJECTIVE: To reallocate funding in the amount of $1,600,000, to County-Wide Capital Fund (3001) to establish a project for the Building J1 office modification and correspondingly reduce the transfer to the Collier County Sheriff’s Office. CONSIDERATIONS: To successfully complete the project within a realistic timeframe, a budget amendment is needed to move $1,600,000 from the Collier County Sheriff’s Office current year allocation in FY 2025 to County-Wide Capital Project Fund (3001). As required by FS 30.49, the Sheriff shall submit to the board of commissioner for consideration and inclusion in the county budget, requests for construction or modifications of county buildings operated or occupied by the sheriff. The CCSO has a need for modifications to the office space in the J1 building to facilitate a centralization of Operational leadership. Funding for the modification to the office space in Building J1 was included in the Sheriff’s FY25 overall budget submission which was approved by the BCC. It is not probable that all work can be completed by the close of FY 2025. (9/30/2025). Prior to actual work being started, there are architectural reviews, analysis, permitting and approvals that must be completed. To ensure the budget availability throughout the project, it needs to be funded through a project in County-Wide Capital Project Fund (3001). FISCAL IMPACT: Budget amendments, in the amount of $1,600,000, are necessary to reallocate funding within General Fund (0001) from the transfer to the Collier County Sheriff’s Office to the transfer to County-Wide Project Fund (3001) and reduce the corresponding transfer and expense within Collier County Sheriff's Office Fund (0040). Additionally, a budget amendment is required to increase funding in a like amount within County-Wide Capital Project Fund (3001) for the CCSO Building J1 office modification project to allow for the reimbursement of CCSO-related expenses. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and requires majority vote for approval. -JAK RECOMMENDATIONS: That the Board of County Commissioners authorize execution of the necessary Budget Amendments to facilitate the transfer and appropriation of funding for the CCSO Building J1 office modification project within County-Wide Capital Project Fund (3001).
