Executive Summary
Recommendation to approve and authorize the necessary Budget Amendments to reflect the estimated funding of the
Retired and Senior Volunteer Program 2025-2026 Continuation from AmeriCorps Seniors in the amount of $75,000 with
a local match obligation of $32,150. (Housing grants fund 1835 and Housing match fund 1836)
OBJECTIVE: To continue to provide uninterrupted operation of the Collier County Retired and Senior Volunteer
Program (RSVP) in alignment with the Quality of Place focus area of the Collier County Strategic Plan, by supporting
access to health, wellness, and human services.
CONSIDERATIONS: The Retired and Senior Volunteer Program (RSVP) provides volunteer opportunities and
program support to retirees and seniors of Collier County who dedicate their time and experience to the community at
nearly twenty locations throughout Collier County. The purpose of this program is to provide 133 RSVP volunteers
serving residents of Collier County the opportunity to continue their work with various non-profit agencies through the
RSVP Program.
The RSVP has been co-sponsored by Collier County since 1990. RSVP is a national volunteer program sponsored by
AmeriCorps Seniors designed to provide individuals aged 55 years and older with the opportunity to share their abilities,
interests, and experiences with their communities. Each year, more than 500,000 volunteers use their experience, skills,
and talents through RSVP Projects in the United States, the District of Columbia, Puerto Rico, and the Virgin Islands.
On March 26, 2024, Agenda Item #16. D.8 The Board approved the acceptance of the grant funds for year 1 of the 3-
year grant cycle with a performance period of 4/1/2024-3/31/2025. On September 10, 2024, Agenda Item #16.D. 5, the
Board approved the application for the continuation of the RSVP grant for year two. The period of performance for year
two of this grant is 4/1/2025 – 3/31/2026 for a total of $107,150. AmeriCorps Seniors provides 70% of the financial
support to maintain staff and volunteer support of the program. The RSVP Grant has a local match of 30% of the total
budget. Historically, Collier County has met the match requirement via a combination of a cash match and in-kind
resources. The Collier County general fund has provided the cash match, while Collier County Parks and Recreation
has donated the use of activity rooms for the RSVP volunteer-run Bone Builders Program classes to assist the RSVP
Program in meeting its in-kind contributions. Community businesses further support the program through donations for
volunteer recognition events. Currently, RSVP of Collier County has 137 volunteers presently who served 5,742
volunteer hours in 2024.

This item is consistent with the Collier County strategic plan objective Quality of Place focus area , by supporting access
to health, wellness, and human services..
FISCAL IMPACT: Total program funds are estimated at $107,150. Budget amendments are required to recognize the
estimated grant revenue of $75,000 for the RSVP 2025-2026 continuation within the Housing Grant Fund (1835) and
$6,150 within the Housing Grant Match Fund (1836), Project 33897.
The RSVP grant requires a local match of 30% in the amount of $32,150 which will be met through a combination of
local cash match of $6,150 and in-kind from the donation of space at Parks and Recreation facilities for Bone Builders
and community donations of $26,000. The local match is available from the annual transfer of General Fund (0001)
within the Housing Match Fund (1836) Reserves.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with this Executive
Summary.
