(Project 70278) OBJECTIVE: To ratify Change Order No. 1, granting a 165-day time extension to complete the post-design services task associated with the replacement of the Main Switchboard for Electrical Service No. 1 at the North County Water Reclamation Facility (“NCWRF”). CONSIDERATIONS: On August 25, 2022 (Agenda Item 16.C.2), the Board awarded Professional Services Agreement No. 22-7952 (the “Agreement”) for NCWRF Electrical Services No. 1 Upgrade Project to Johnson Engineering, LLC. This project provides for the design of the Main Switchgear Replacement consisting of final plans, specifications, and construction administration services for the proposed improvements. This project involves the procurement of a highly customized and highly complex piece of critical electrical distribution equipment, which is taking longer than expected to be manufactured and delivered. Change Order No.1 provides for a 165 day extension to the Agreement to account for circumstances beyond the control of the project team including supply chain disruptions and labor-related manufacturer delays. County Staff is recommending that the Board approve the attached Change Order No. 1. This item is consistent with the Collier County strategic plan objective to design and maintain reliable infrastructure for the North Collier Water Reclamation Facility. It further is in support of the Infrastructure and Asset Management Strategic Focus Area’s objectives to optimize the useful life of all public infrastructure resources through proper planning and preventative maintenance as well as use the Annual Update and Inventory Report (AUIR) and other planning tools to establish and implement plans that concurrently provide public infrastructure. FISCAL IMPACT: There is no fiscal impact associated with Change Order No. 1.
