OBJECTIVE: To add members to the East of 951 Ad Hoc Committee and to consider extending the committee by one year. The Resolution provides that if the Committee is extended, the terms of all members shall automatically be extended until the end of the extended term. CONSIDERATIONS: This ad hoc committee was established on March 28, 2023, by Resolution No. 2023-54, to assist the Board of County Commissioners in compiling and identifying issues and relevant best practices relating to the geographic area lying east of CR 951 (Collier Boulevard) and north of I-75 (Alligator Alley), and to provide a forum for the citizens of this area to identify and discuss issues facing their community. This committee was set to sunset on August 15, 2024, and was extended by resolution 24-112 to expire 12 months from the sunset date on August 15, 2025. The committee is composed of five regular members and two alternate members who represent a broad base of residents and business and property owners within the targeted geographic area. There is a vacant seat for an alternate member on this Board from the resignation of Rae Ann Burton on February 10, 2025. The committee also seeks to declare a vacancy for a regular member seat, as Christina Aguilera has missed five consecutive meetings. This committee is perpetually advertised, and a total of 15 applications were received. All applications are included in the backup. No recommendation was made for the alternate seat. FISCAL IMPACT: There is no fiscal impact associated with this action. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action. Parker Klopf: 252-2471Staff: FL STAT: Tuesday, March 18, 2025 Page 3 of 3 Page 810 of 5415 RESOLUTION NO. 2023-54 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, CREATING THE EAST OF 951 AD HOC ADVISORY COMMITTEE. WHEREAS,that portion of Collier County,Florida, located generally east of County Road 951 (Collier Boulevard) and north, is home to a rapidly increasing population; and WHEREAS, the Board of County Commissioners (Board) desires to establish an Ad Hoc Advisory Committee to provide a forum for the citizens of this area to identify and discuss issues facing their community; and WHEREAS, the Board desires to create this East of 951 Ad Hoc Advisory Committee for a preliminary term of one initial year, with the potential to make this a permanent advisory board if warranted. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, THAT: SECTION ONE: Creation and Purpose of the East of 951 Advisory Committee. Pursuant to the provisions of Collier County Ordinance No. 2001-55, as amended, the Board hereby establishes the East of 951 Ad Hoc Advisory Committee (Committee), to assist the Board in identifying issues relating to the residents of Collier County residing in the geographical area lying East of CR 951 (Collier Boulevard) and north of I-75 (Alligator Alley). SECTION TWO: Functions, Powers and Duties of the Committee. The functions, powers, and duties of this Committee shall be to assist the Board in identifying issues and relevant best practices as they relate to the geographic area of Collier County identified in Section One above. In addition, at the request of the Board, the committee shall consider topics of interest for the Board. SECTION THREE: Appointment of Members,Terms of Office,Attendance Requirements. A. The Committee shall be composed of five regular members and two alternate members who are appointed by resolution of the Board of County Commissioners. Alternate members may only vote in the absence of one or more regular members. Members shall, to the maximum extent possible, represent a broad base of residents and business and property owners within the geographical area lying East of CR 951 (Collier Boulevard) and north of 1-75 (Alligator Alley). B. Terms of office shall be for one year, commencing with the first meeting of the Committee; however, if the Board by resolution extends the sunset date of the Committee, the 23-BCC-02175/1779945/1] 1 Page 811 of 5415 terms of the members shall automatically be extended until the end of the extended term. The members shall serve at the pleasure of the Board. SECTION FOUR: Officers, Quorum, and Reimbursement of Expenses. At the Committee's first meeting,the membership shall elect a Chair and Vice-Chair. The presence of a majority of the membership shall constitute a quorum. The Committee shall follow Robert's Rules of Order for the transaction of business and shall keep records of the meetings, findings, and determinations. The members of the Committee shall serve without compensation, but may be reimbursed for travel, mileage, and/or per diem expenses, if approved in advance by the Board. SECTION FIVE: Dissolution of Committee. Unless extended by Resolution of the Board or converted into a permanent advisory board by Ordinance, this Committee shall automatically sunset without further action one year from the first meeting of the Committee.
