Executive Summary
*** This Item Continued from the March 11, 2025, BCC Meeting. *** Recommendation to approve a Traffic Signal
Agreement with Cameron Commons Unit Two Property Owner's Association, authorize the Chairman to sign the traffic
signal agreement that will authorize the construction of a traffic signal at the intersection of Immokalee Road and
Bellaire Bay Drive and memorialize that the signal may be removed at the County’s discretion.
OBJECTIVE: To allow construction of a traffic signal at the intersection of Immokalee Road and Bellaire Bay Drive
and to memorialize that the signal may be removed for future roadway improvements.
CONSIDERATIONS: On March 10, 2020, the Board of County Commissioners (the "Board"), approved the award of
Bid No. 20-7682 to Wright Construction Group, Inc., for the “Immokalee Road (CR 846) at Woodcrest Drive
Intersection Improvements projects. These projects included the addition of a traffic signal at the intersection of
Immokalee Road and Woodcrest Drive and the directionalization of the Immokalee Road and Bellaire Bay Drive
intersection, which removed the ability to make a left turn onto Immokalee Road at that location. At this meeting, staff
identified that a future overpass would be placed on Immokalee Road traveling over Collier Boulevard. This overpass
would have a portion of the transition ramp for east and westbound vehicles crossing at Bellaire Bay Drive.
Additionally, it was identified that a traffic signal at Immokalee Road and Bellaire Bay Drive would negatively impact
mobility along this critical corridor and should not be approved by the County. At that time, the only signal that staff
would support was at Woodcrest Drive as identified above. Commerical properties on the north side of Immokalee
Road were accessing Limestone Trail to gain access to the newly constructed traffic signal.
At the February 9, 2021, Board meeting, the Heritage Bay Planned Unit Development (PUD) was amended (Ord. 21-06)
to allow gates and guardhouses on privately owned internal project roadways, including but not limited to Limestone
Trail.
At the June 8, 2021, Board meeting, staff was requested to visit the feasibility of a traffic signal at Bellaire Bay Drive
and Immokalee Road. Traffic counts were conducted on June 18, 2021, and a traffic signal warrant study was
performed. The study again determined that a traffic signal was not warranted at the intersection of Bellaire Bay Drive
and Immokalee Road.
After the initial study, a new gate was installed on Limestone Trail, a private roadway connection to the Quarry
development on October 18, 2021. Once the private roadway was closed, traffic exiting the shopping plaza on the north
side of Immokalee Road that desire to go east, must either traverse internally through the site to Immokalee Road and
proceed through the intersection at Collier Boulevard (CR 951) or will make a right out of Bellaire Bay Drive and
traverse approximately a quarter of mile down the road to a location that allows u-turns. This location also provides
left-in access for the Founder's Square Plaza at the southeast corner of Immokalee Road & Collier Boulevard.
Traffic counts were conducted again after the gate was closed, and a new study was prepared that found traffic signal
warrants were satisfied at this location. However, such traffic signal would be of private benefit only and not benefit
motorists on Immokalee Road. The signal would also conflict with the planned overpass. At the January 25, 2022,
meeting, the Board accepted a feasibility report regarding the traffic signal and authorized the County Manager to work
with the adjacent Associations to formalize an agreement identifying that the Association is required to design, permit,
and install the signal at their own expense and if the County determines that the signal must be removed, the Association
must waive any and all claims for compensation and damages, including but not limited to future business damages and
loss of access. The Association has applied for a right-of-way permit to install the traffic signal. Therefore, it is
necessary to formalize the agreement based on the Board’s direction.
This item is consistent with the Collier County strategic plan objective to plan and build public infrastructure and
facilities to effectively, efficiently, and sustainably meet the needs of our community.
FISCAL IMPACT: There is no fiscal impact associated with this item. In the future, when the County deems it
necessary to remove the signal, the removal will be at the County's expense.
