As mentioned at the meeting, the communication tower will be designed, owned, and maintained by the property owner, Florida Power & Light ("FPL"), and Verizon Wireless will be the anchor licensee on the tower. Unfortunately, an FPL representative was unable to attend the February 11 th meeting, so applicant requested a continuance until the March 11, 2025 BCC meeting in order to be able to properly address the BCC's questions. An FPL representative will be in attendance at the March 11,2025 BCC meeting to respond to the board's questions. Nevertheless, in an effort to help expedite the hearing, applicant is providing the following responses to questions raised by the BCC at the last meeting: 1) Can the communication tower be moved south closer to the electric substation in order to reduce the amount of the separation waiver request? Response: For safety reasons and to avoid interference with the electric substation equipment, FPL requires facilities located outside of the substation to be set back a minimum distance from the substation compound. The proposed communication tower and ground equipment are set back the minimum distance permitted by FPL and therefore cannot be moved further south on the property towards the substation facilities. Response: The communication tower is a metal pole that is designed to FPL's transmission structure specifications. The Florida Building Code requires a typical cell tower to be designed as a Risk Category II facility. However, the proposed communication tower will be designed and constructed by FPL to the higher Risk Category III standards, which are the standards utilized for its transmission structures. Risk Category III has a designed maximum wind speed of 172 mph when the tower is fully loaded to its design potential with all collocated antennas. Moreover, this is a conservative design that is based on 250 s.f. of area for each antenna sector when the actual antenna area for each sector is less than 250 s.f. Therefore, there is less equipment area on the tower to be impacted by the winds. As a point of reference, according to the Saffir-Simpson Hurricane Wind Scale, a hurricane is considered a Category 5 with winds of 157 mph, which is much less than the designed wind speed of the proposed communication tower. 3) Is the 100' radius setback from the electric substation control house a federal/state rule or an FPL requirement? Response: The 100' radius setback from the electric substation control house is an FPL requirement. The setback has nothing to do with the fall zone of the proposed communication tower(the tower is 155' tall and only 100' 5" from the control house). Instead, the 100' setback is FPL's requirement for all tall structures to maintain a buffer between lightning strikes and the sensitive equipment in the relay vault/control house. 4) Can the proposed communication tower be designed with an engineered break point? Response: FPL does not design its transmission structures, including the proposed communication tower, with engineered break points since they are designed to Risk Category III standards with a maximum wind speed when fully loaded of 172 mph. It does not make sense to design an engineered weak point in the communication tower, especially based on its location in proximity to the electric substation,when the overall structure is designed to withstand wind speeds when fully loaded of up to 172 mph. 5) In the event the proposed communication tower failed, could it fall outside of the parent parcel onto the property to the north? Response: In the highly unlikely event of failure due to wind speeds over 172 mph, it is possible that the proposed communication tower could fall onto the property to the north. Additionally,as indicated on the attached Saffir-Simpson Hurricane Wind Scale from the National Hurricane Center,in the event of a Category 5 hurricane(which is a hurricane with wind speeds of 157 mph and over)catastrophic damage will occur, including that "a high percentage of framed homes will be destroyed,with total roof failure and wall collapse."
