Executive Summary
Recommendation to appoint six members to the Pelican Bay Services Division Board.
OBJECTIVE: To appoint five regular members, and one non-voting member as recommended by the Pelican Bay
Foundation, to the Pelican Bay Services Division Board.
CONSIDERATIONS: Collier County Ordinance No. 2002-27, as amended, created the Pelican Bay Municipal Service
Taxing and Benefit Unit (Unit) and established the Pelican Bay Services Division Board. The Pelican Bay Services
Division Board (Board) consists of nine members representing the residential interests within the Unit, two members
representing the commercial and business interests within the Unit, and one non-voting member as recommended by the
Pelican Bay Foundation. This Board provides input to the Board of County Commissioners (BCC) in carrying out the
purposes of the Unit as set forth in the Ordinance, and recommends to the BCC an itemized budget, work programs, and
priorities in accordance with the adopted budget or budget amendments. The Board will exercise decision and control
of the day to day operational affairs of the Unit to the maximum extent allowed by law, unless and except when there is
some overriding governmental reason to do otherwise. Terms are four years for regular members, and one year for the
non-voting Foundation member. A list of the current membership is included in the backup.
The terms for Joseph Chicurel (resident), John Cullen (resident), Mark Ferland (commercial/business), Susan Hamilton
(resident), Michael Rodburg (Resident) and Brad Hildebrandt (non-voting member), will expire on March 31, 2025. A
press release was issued and applications were received from the following interested citizens:

The Pelican Bay MSTBU Ordinance provides that “if the number of nominees for the position which they have been
nominated (i.e., for the "residential interests" or for the "commercial/business/other interests") does not exceed the
number of open members for that position, then there shall be no balloting for such position. Instead, the list of
nominees for the position shall simply be forwarded to the Board of County Commissioners, who, following public
hearing on the matter, will make the necessary appointments to fill said positions.” Since the number of
candidates/applicants for the respective positions does not exceed the number of vacancies (residential and commercial),
no election is necessary.
PELICAN BAY FOUNDATION RECOMMENDATION: On December 5, 2024, the Pelican Bay Foundation
recommended that Brad Hildebrandt be reappointed to his non-voting member seat for one year. A recommendation

FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

RECOMMENDATIONS: That the Board of County Commissioners appoints Joseph Chicurel, Robert Lufkin, Cindy
Polke, and Michael Rodburg to the Pelican Bay Services Division Board representing residential interests, and Nicolas
Fabregas representing commercial/business interests, each to four-year terms expiring on March 31, 2029; reappoints
Brad Hildebrandt as the Pelican Bay Foundation representative, to a one-year term expiring on March 31, 2026; and
authorizes the Chair to execute the attached resolution confirming the appointments.

RESOLUTION NO. 2025 – ____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA, APPOINTING SIX MEMBERS TO
THE PELICAN BAY SERVICES DIVISION BOARD.
WHEREAS, Collier County Ordinance No. 2002-27, as amended, created the Pelican Bay
Municipal Service Taxing and Benefit Unit (Unit) and established the Pelican Bay Services Division Board;
and
WHEREAS, Ordinance No. 2002-27, as amended, provides that the Pelican Bay Services Division
Board shall consist of nine members representing the residential interests within the Unit and two members
representing the commercial and business interests within the Unit; and in addition, there shall be one non-
voting member nominated by the Pelican Bay Foundation in the manner set forth in the Ordinance; and
WHEREAS, there are four residential seats, one business/commercial seat, and one non-voting
member seat on the Pelican Bay Services Division Board which shall expire on March 31, 2025; and
WHEREAS, four applicants have applied for the open residential positions and one application
was received for the business/commercial seat and, pursuant to Section 122-1662(f) of the Collier County
Code of Laws and Ordinances, no balloting is required, but instead the nominees’ applications shall be
forwarded to the Board of County Commissioners to make the necessary appointments; and
WHEREAS, the Pelican Bay Services Division Board and the Pelican Bay Foundation have
provided the Board of County Commissioners with their recommendation for appointment for the non-
voting seat.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA, that JOSEPH CHICUREL, ROBERT LUFKIN, CINDY POLKE,
and MICHAEL RODBURG, representing residential interests, and NICOLAS FABREGAS,
representing the business/commercial interests, are each hereby appointed to the Pelican Bay Services
Division Board to serve four-year terms commencing on April 1, 2025 and expiring on March 31,
2029; and that BRAD HILDEBRANDT, as a non-voting member, is hereby re-appointed to serve a
one-year term expiring on March 31, 2026.
THIS RESOLUTION ADOPTED upon majority vote this 11th day of March, 2025.
