Executive Summary
Recommendation to approve a Lease and Service Agreement between the Board of County Commissioners and Safe
Haven Baby Boxes, Inc., for the implementation and installation of a newborn safety device at Emergency Medical
Services (EMS) Station 76, located at 790 Logan Boulevard, Naples, FL 34119.
OBJECTIVE: Establish a lease and service agreement to initiate the implementation of newborn safety device for the
surrender of infants.
CONSIDERATIONS: The Safe Haven Law is a safety net which allows parents to anonymously surrender unharmed
newborn infants at designated locations without fear of prosecution.
On June 11, 2024, the Board provided direction to prepare an agenda item for consideration to install a Safe Haven Baby
Box. Subsequently, on October 22, 2024, the Board approved item # 10.B which authorized staff to initiate the process
of installing a Safe Haven Baby Box at EMS Station 76.
The benefit of implementing this service will enhance public safety. The Safe Haven Baby Box is designed to protect
vulnerable individuals, particularly those experiencing crises such as domestic violence, mental health emergencies, or
threats to personal safety.
Collier County EMS is committed to implementing proper protocols for its safe use and compliance with all applicable
federal, state, and local laws. In addition, Collier County EMS will provide community awareness and education
through outreach programs and clear communications to ensure that parents are aware of the safe and legal options.
This item is consistent with the Collier County strategic plan objective of responsible governance in promoting public
health and safety and protecting vulnerable populations.
FISCAL IMPACT: The initial fee is $15,000. An annual fee of $500 covers recertification of the box, maintenance
from expected use, and repairs as a result of a malfunction. Additionally, a renewal fee of $500 is due within 30 days of
each successive term under the agreement. Other costs to consider are listed in ‘Exhibit B’ of the agreement and are
estimated to be between $5,000-$7,500. Funding is available within EMS Operating Fund (4050), and annual recurring
costs will be included in subsequent budget submittals.
GROWTH MANAGEMENT IMPACT: There is no impact of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for Board action. -JAK
