Executive Summary
Recommendation to approve a revised Memorandum of Understanding with the Agricultural and Labor Program, Inc., as
the provider of Low-Income Home Energy Assistance Program for Collier County for the Emergency Home Energy
Assistance Program to coordinate referrals and prevent duplication of benefits. (Human Services Grant Fund 1837)
OBJECTIVE: To provide home energy assistance aid to elders in the event of a home energy heating or cooling
emergency while furthering the County’s strategic plan by providing access to health, wellness, and human services.
CONSIDERATIONS: The Emergency Home Energy Assistance Program (EHEAP)grant was accepted by the Board of
County Commissioners on June 22, 2021, Agenda Item #16D.10 The grantor agency, Area Agency on Aging of
Southwest Florida (AASWFL) is requesting Collier County Services for Seniors, as the EHEAP lead agency, enter into
a Memorandum of Understanding with the Agricultural and Labor Program Inc.(ALPI). The County’s grant agreement
with AAASWFL requires the County to coordinate referrals to prevent a duplication of benefits, in addition, it may be
necessary to refer persons to ALPI, the Low-Income Home Energy Assistance Program provider. The EHEAP program
serves those US citizens and legal residents aged 60 and older who are at 100% of the federal poverty limit in need of
electric assistance.
On February 11, 2025 The Board of County Commissioners (Board) approved (Agenda Item #16.D.4.) a Memorandum
of Understanding (MOU) with the Agricultural and Labor Program, Inc, (ALPI). ALPI is the provider of the Low-
Income Home Energy Assistance Program for Collier County. This program serves those US residents or legal residents
under the age of 60 with energy assistance.
However, on February 14, 2025, before the MOU could be executed by both parties, ALPI requested minor changes to
the MOU including removing references to “VENDOR” throughout the document and adding an additional deliverable
to include fraud training. The revised MOU is attached for the Board’s consideration and execution.
This item is consistent with the Collier County strategic plan objective Quality of Place by providing access to health,
wellness, and human services.
FISCAL IMPACT: Funding from the AAASWFL is available in Human Services Grant Fund (1837). There is no
Fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Item.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for approval. -JAK
