6. STAFF ANNOUNCEMENTS
a. Zoning Division — [Mike Bosi, Director]
• We discussed last week interviewing for a plaintiff reposition to offer a position. Still
haven't been able to hire a planning comp planning manager. It's just been difficult.
We continue to do what we can from a land entitlement standpoint.
• We really haven't dropped off much. And I think what you're gonna hear when Mr.
Stark comes up, talk about a little bit of the trailing off the, the trends within our
building permits.
• In terms of entitlement, we haven't seen a real decrease within the request. I'm still
taking a number of growth management plan PD amendments for related to
affordable housing projects. We keep adding at least modestly to the, to the supply.
The rest of the entitlements continue on pretty strong.

• We've got a pretty busy February and March from the Planning Commission and
Board of County Commissioners. We get a little slow down in summertime in terms
of when we're allowed to take land lease petitions.

Have you heard anything about Senate Bill 250 being extended?
Mike Bosi
Right now, it's till October 1 st, 2026, and we wouldn't be surprised if the legislator takes another
crack and sends it for another year or two.
I have heard there's been some discussion with Senator PA about potentially having the legislator
weigh in on whether they believe PD should be eligible for the local and that would be
something that would have an effect upon the County. So much of our zoning, so much of our
commercial and industrial land is within the PD. So that's another thing we'll be paying attention
to from the legislation.
b. Community Planning & Resiliency Division — [Christopher Mason, Director]
• We are working on a number of studies. We also have our CRS commitment for our
tri-annual verification visit which is part of our FEMA commitment to reduce flood
insurance premiums.
The Coastal Storm Risk Management Feasibility Study has been paused.

There are 2 companies that are installing floodgates without insurance or permits.
Christopher Mason
There has been dry flood proofing done, not tiger dams. This is only allowed for commercial
buildings.
c. Economic Development & Housing Division — [Cormac Giblin, Director]
• The Board approved 90 more new additional affordable housing units as part of a
development called the Tammy Mutual Greenway PUD. That brings our total fiscal
year to date of approval is up to 420. And on the economic development, job creation
front, this fiscal year to date, we've created 70 new high wage paying targeted
industry jobs.
• The Board last week approved a new agreement with a Company called Arbor X for
14 more new additional jobs that'll be created over the next four years.
d. Development Review Division — [Jaime Cook, Director] Excused
No Report
e. Operations & Regulatory Mgmt. Division — [Michael Stark, Director]
• We received 4,143 permit applications
• 84 of the permits were related to Hurricane Helene
• 50 of these were from Hurricane Milton

• Average turnaround time for the intake staff remains at one day
• Zoning front desk team processed 936 survey conditions
• 13 short term vacation rentals
• 46 right of way renewals and hosted 37 pre -application meetings.
• We welcomed 1,367 customers to our business center and satellite offices
• The staff answered 6,075 calls, up from about 4,000
• There are 341 positions department wide and 56 open positions
• Our recruitment search is widespread, but it is a struggle to fill positions
f. Building Review & Permitting Division — [John McCormick, Director]
• 800 to 1000 inspections per day
• 5,000 permits a month
• There is substantial fraud happening from a stolen or misapplied digital seal issued to
Gene Cravillion. The password to access his account has affected about 400 permits
issued to architects, builders, designers in all types of buildings. It has been fraudulent
since August 2022
• As a Director, it's my responsibility to keep this from happening again
• We are down 5 structural reviewers, and our pay scale is way under what candidates
are expecting
• There is also turnover of employees that we use part time, and the turnover of
temporary employees averages about 200%
g. Collier County Fire Review — [Michael Cruz, Captain]
• Active is going well at the end of that calendar year. We had a good year as a
calendar year. I think productivity projects going out and so forth like that.
Inspections are still on a two-day turnaround time for new construction. It's very
active in our district. We hired two INS in the past 2 months, kind of like the of
opposite what you've been hearing.
• They're working through the training process and this year we're probably looking at
possibly hiring another two. We're gonna keep on broadening our base to meet the
expectations of the contractors and to the public for the existing side.
h. North Collier Fire Review — [Bryan Horbal, Captain]
• Inspections for December
• 481 for building reviews for new construction
• We had a four -day turnaround on permits
• Planning reviews, a total of 46 with a two-day turnaround with a total of 1,216 new
construction inspections.
• January was super busy 588 new construction reviews, building plans, reviews
• That was a four -day turnaround
• Planning reviews were 55 for the month and about a day and a half, two-day
turnaround
• We had 1,408 new construction inspections for January

• A couple announcements. Chief Lynch was promoted to assistant chief. Sean is now
the assistant chief of life safety and we'll be looking to fill the fire marshal role in his
vacancy. Hopefully promoting somebody within.
• We have hired two new plan reviewers for a total of 7.
• We are looking to hire two more fire inspectors in the next budget year with growth
and people retiring.
• We've got some retirees coming up probably in the next three or four years.
• Ritz residence is going strong on the corner of Vanderbilt as you can all see the new
Publix off Oil Well is going well.
• And Kalea Bay Tower five is cranking now too. Two inspectors but they're looking at
maybe four for next budget
• We don't have the same struggles because they're not looking at fire stuff, but they are
looking at firewalls and fire barriers.
• We assist the County when it is a proper provider and have a lot of communication
with the County inspector.
i. Code Enforcement Division — [Thomas Iandimarino, Director]
• Mr. French announced that the park rangers were coming over to work for code
enforcement. We've inherited the park rangers and the enforcement of parking
citations
• There is a QR code that is easy to use for paying for parking at Vanderbilt
• For the milestone inspections, once the building official turns those over to us, we
open up a code case
• We send them a notice of violation to send to anybody else in code
• They get 30 days to comply
• If they fail to comply, we send them to assign them a hearing
• For Special Magistrate, we already have special magistrate days set aside for those
hearings if we need them. It wouldn't take place on the regular office of special
management hearing, which is the first Friday.
• We have other days throughout the year that we've had scheduled for other things in
case we needed to use them. So, we would assign all of those at one time.
j. Public Utilities Engineering & Project Management Division — [Claudia Vargas,
Project Manager]
• The documents presented at the utility subcommittee meeting were from the 2018
version and that did not include the updates approved by the board in 2021. As we
bring the utility standard manual to the Board, it will incorporate the 2021 changes. It
did not affect any of the changes that were presented at the utility subcommittee.
k. Transportation Management Services, Engineering Division — [Mark Sawyer,
Project Manager II]
• A few status updates for you this afternoon. As far as our access management
changes, we introduced this a few months ago with you. We met with the traffic
engineers on October 4th and then again on November 13th. We went through the

preliminary updates and our findings and how that those adopting the FDOT
standards were going to impact our access management.
• We came back on the 13th addressing their concerns. We are now anticipating having
the final draft ready to go out next week for them. And that's gonna have all the
changes in the edits for all the team members that attended those meetings. We
anticipate going to the BCC on April 8th with the final documents.
• Next item is the Golden Gate Parkway study. The corridor study that is from
Livingston to 175. We are going to be having an open house information format
public meeting on April 1 Oth at the Golden Gate Community Center that'll be going
out to the community.
• And then finally a good news item. We were able to get the 2024 A OIR approved by
the board on January 28th. We normally get that done in December.

E.2. Insubstantial Change to Construction Plans (ICP)
Reference LDC sections 10.02.04 B.5 and 10.02.05 A.5
Applicability Approved construction plans may request minor or insubstantial changes due to site
inspections and/or unexpected conditions that warrant changes to the plans. All changes
must be noted on the record drawings.
No changes to the final subdivision plat are permitted.
Pre -application A pre -application meeting is required unless waived by the County Manager or designee.
Initiation The applicant files an "Application for Insubstantial Change to Construction Plans" with
the Development Review Division.

an application.
Application Submittal Credentials: Construction plans for all of the improvements required shall be
Contents signed and sealed by the applicant's professional engineer licensed to practice in the
State of Florida.
Sheet size: The construction plans shall be submitted on standard size 24-inch by 36-inch
sheets, drawn to scale.
The application must include the following:
1. Applicant contact information.
2. Addressing checklist.
3. Project information, including:
a. Assigned Planner;
b. Project name;
c. Original CNSTR/PPL number; and
d. Section, township and range.
4. Determination (i.e. email correspondence) from the County Manager or designee
that confirms the proposed revisions to PPL or CNSTR, are consistent with the
insubstantial change criteria; and
5. Cover letter describing in detail the requested changes and identification of the sheet
number and the plans affected by the requested change. The cover sheet shall be
signed and sealed and include the following information:
a. Project Title;
