Executive Summary
Recommendation to approve the Resolution authorizing the Chairman to execute Section 5310 Public Transit Grant
Agreement (FPN 448810-1-94-24) with the Florida Department of Transportation to accept Federal Transit
Administration grant funding in the total amount of $640,315 for the purchase of four paratransit cutaway vehicles, four
radios, four vehicle electronic inspection systems, four wireless routers and four tablets, and to authorize the necessary
Budget Amendments. (CAT Grant Fund 4034)
OBJECTIVE: To leverage federal and state grant funds to purchase four replacement paratransit cutaway vehicles
along with four radios, four vehicle electronic inspection systems, four wireless routers and four tablets for each vehicle.
CONSIDERATIONS: On December 12, 2023, (Item 16B15), the Board of County Commissioners (the “Board”)
approved the submittal of a FY24 FTA Section 5310 grant application for the purchase of four replacement paratransit
cutaway vehicles along with four radios, four vehicle electronic inspection systems, four wireless routers and four
tablets for each vehicle.
The paratransit system maintains a capital replacement schedule for vehicles recommended and scheduled for
replacement by Fleet Management. The vehicles being considered for replacement have met FTA’s vehicle end of useful
life criteria and are identified in the Vehicle Replacement Plan in the 2020 Transportation Disadvantaged Service Plan
Major Update and the Transit Asset Management Plan. These paratransit vehicles will be purchased in FY25 through the
FDOT Transit Research Inspection Procurement Services Program (TRIPS), a State of Florida contract which assists
transit agencies with technical assistance and guidelines for vehicle procurement at the lowest possible prices using the
FY24 FTA Section 5310 grant funds and local matching funds. TRIPS procurement program is managed by the FDOT
and administered by the Center for Urban Transportation Research (CUTR).
FDOT has recently submitted the attached Public Transit Grant Agreement (PTGA) providing for a total grant award of
$640,315, which is comprised of 80% Federal, 10% State, and 10% local match. The FTA Section 5310 Grant requires a
ten (10%) percent local match. The attached resolution authorizes the Chairman to execute the corresponding PTGA, as
well as any required certifications and assurances related therewith.
This item is consistent with the objective of the Collier County strategic plan to design and maintain an effective
transportation system that will reduce traffic congestion and improve the mobility of our residents and visitors.
FISCAL IMPACT: The total FTA 5310 award passed through FDOT totals $640,315 as shown below:

Budget Amendments are required to recognize grant revenue in the amount of $576,280 within Transportation
Disadvantaged Grant Fund (4034), Project No. 33889 and match funds in the amount of $64,035 within Transportation
Disadvantaged Match Fund (4035), Project No. 33889. On December 12, 2023, the Board also approved a budget
amendment for the required local matching funds within the Transportation Disadvantaged Grant Match Fund (4035),
Project No. 33889. This was done to earmark the required match and ensure local funding was available for this grant
award. In the event funding was not awarded, the match would be earmarked to a future grant application. The Local
funds are available within the CAT Operations Fund (4030) Reserves supported by the annual General Fund (0001)
operating transfer.

The purchase of the replacement vehicles will not be an increase to the overall paratransit fleet inventory. The
maintenance cost for the vehicle has been allocated within the annual budget. By adequately maintaining a replacement
plan, the overall maintenance costs are reduced by replacing the aging vehicles.
GROWTH MANAGEMENT IMPACT: This item is consistent with Objective 12 of the Transportation Element of
the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for approval. -
