1. Call to Order & Pledge of Allegiance
The Chairman calls the meeting to order at 8:30 AM.

Kevin Johnson led the Pledge of Allegiance.
3. Roll Call - Liaison
Seven lnfrastructure Surtax Citizen Oversight Committee members are present, representing a quorum.
4. Approval ofThe Agenda
The Chairman makes a motion to approve the agenda. James Delony seconds the motion. The motion
passes unanimously.
5. Approval of Minutes from Previous Meeting
Meeting Minutes - March 14,2024.
The minutes are distributed to all present. The Chairman makes a motion to approve the meeting
minutes for the March 14,2024, meeting, and James Delony seconds the motion. The motion passes
unanimously.

7. New Business
l. Infrastructure Surtax Citizen Oversight Committee (ISCOC) Appointment Review.
The Chairman makes a motion to recommend both applications to the BCC. James Delony seconds
the motion. The motion passes unanimously.
2. To validate the expenditure of $5,950,000.00 for land acquisition for a portion of the property
located at Williams Reserve at Lake Trafford, located in Immokalee, FL for the purpose of
constructing a workforce housing residential development; to ensure that this project meets the
requirements of F.S. 212.055, conforms to the definition of Infrastructure, and is an eligible project
in line with County Ordinance 2018-21and the ballot language within; to make a finding that the
project expenditures are a valid use oflnfrastructure Sales Surtax Funding.
Cormac Giblin, Director of Economic Development from Growth Management, presented before
the Committee and requested that the expenditure be validated. The committee discussed the item
and directed several questions to staff. The Chairman made a motion to approve the item. James
Delony seconds the motion. Six Surtax Committee members approve the motion, and Ronald
Kezeske opposes the motion. The motion passes six to one.
3. To validate an additional $35,213,832.81 for a total of $68,213,832.81 for the Forensic and
Evidence Facility toward the construction contract award for Collier County Sheriffs Office
(Project No. 70167).
Olivier Sureau, Project Manager III, Facilities Management Division, presented before the
Committee and requested that the expenditure be validated. The committee discussed the item and
directed several questions to the staff. Representatives from the Sherriffs Office also addressed the
Surtax Board Members. The Chairman makes a motion to approve the item. James Delony seconds
the motion. The motion passes unanimously.

The Chairman asked about the status of the EMS stations

Brian Delony, Project Management Supervisor, addressed the Surtax members regarding the status
of the EMS stations. Surtax Committee members requested representatives from the EMS stations to
speak at the next Surtax Meeting.
Ronald Kezeske inquired about the Collier County Career and Tech Center. Brian Delony, Project
Management Supervisor, also addressed the Surtax members by stating that the his understanding was
the project was put on hold based on the School Board's decision to want the property further north.
The Committee members requested that staff present a project priority list in the next regularly
scheduled meeting.
C. Annual lnfrastructure Citizen Oversight Committee Update Report
10. Announcements
Colleen Green stated that the Committee will sunset after two months of the final expenditure or further
Board action.

Claudia Roncoroni, Project Manager II, Facilities Management Division, presented before the
Committee and requested that the expenditure be validated. The committee discussed the item and
directed several questions to staff. The Chairman made a motion to approve the item. James
Delony seconds the motion. The motion passes unanimously.
7.8 To validate $1,186,000 for the construction of the Medical Examiner Office Expansion. To ensure
That this project meets the requirements of F.S. 212.055, conforms to the definition of
Infrastructure, and is an eligible project in line with County Ordinance 2018-21 and the ballot
language within; to make a finding that the project expenditures are a valid use of Infrastructure
Sales Surtax Funding.
Tony Barone, Project Manager Supervisor, Facilities Management Division, presented before the
Committee and requested that the expenditure be validated. The committee discussed the item and
directed several questions to staff. Mr. James Delony made a motion to continue the item until the
Committee has a strategy or spending plan for allocating the remaining Surtax funds, including the
interest earned. Mr. Ronald Kezenske seconds the motion. The motion failed four to three. The
Committee denied the motion to validate $1,186,000 for the Medical Examiner Office Expansion
construction. The Medical Examiner Office Expansion is a new project that has not been presented
to the committee before, and the committee is looking for an overarching spending plan for the
remaining surtax funding balance before deciding on validating new projects. After further
discussions, the Chairman made a motion to deny the item. Mike Petscher seconds the motion.
Motion passes five to two.

Mr. John Dunnuck introduced himself as the Executive Director of Facilities and CRA, and Mr. Brian
Delony as the interim director of the Facilities Division. The Committee welcomed Mr. John Dunnuck
and Mr. Brian Delony.
