COORDINATING COUNCIL MEETING
Naples, Florida
January 24, 2025
LET IT BE REMEMBERED the Public Safety Coordinating Council in and for the
County of Collier, having conducted business herein, met on this date at 9 AM at
the Collier County Jail Muster Room, 3347 Tamiami Trail E., Naples, FL 34112,
with the following members present:

A. Call to Order
Chairman Kowal called the meeting to order at 9 a.m.
II. Approval of Agenda and Minutes
A. Approval of Agenda
Chairman Kowal made a motion to approve the agenda. The motion to approve the agenda
passed unanimously.
B. Review and Approval of Minutes from March 1, 2024
The motion to approve passed unanimously.
III. Old Business
A. Update on MAT expansion in the jail [Katina Bouza]

A. Review of the Latest Jail Occupancy Snapshot [Katina Bouza]
• Current population total 747
o Males 654
o Females 93
B. Collier County Jail Facility Needs [Chief Chris Roberts]
Chief Roberts reported that:
• Collier County Jail inmate population continues to increase.
• The increase is in direct correlation to community population increase.
• 2026 Predictions:
o Average daily population of 855
o Total beds needed for classification 969
• Total Intake Comparison:
o CY 2020 6,188 arrests
o CY 2021 7,117 arrests
o CY 2022 7,943 arrests
o CY 2023 8,701 arrests
o CY 2024 8,713 arrests
• Number of inmates transferred to infirmaries:
o CY 2020 1,707 (medical) 1,707 (mental health)
o CY 2021 1,653 (medical) 1,653 (mental health)
o CY 2022 1,589 (medical) 1,745 (mental health)
o CY 2023 1,711 (medical) 1,667 (mental health)
o CY 2024 1,811 (medical) 1,416 (mental health)

• The daily count has remained below maximum capacity.
• The average daily population may see an uptick with the Section 287(g) of the Immigration and
Nationality Act (INA) immigration enforcement allowing the Department of Homeland Security
(DHS) to partner with state and local law enforcement.
• This partnership allows law enforcement to perform certain immigration enforcement duties
under the supervision of U.S. Immigration and Customs Enforcement (ICE).
• The Krome Detention facility in Miami may reach capacity and require Collier County to house
detainees.
Chief Chris Roberts took the group on a tour of the men’s and women’s infirmary units.
• Chief Roberts requested a recommendation to the BOCC to solicit funding and solicitation of a
vendor to update the Jail Master Plan to review facility design and opportunities for re-design
based upon population projections and infirmary requirements.
V. Member Comments:
Chairman Kowal committed to further conversations and to bring the issue to the BOCC.
