Agenda 02/25/2025 Item #16F 5 (Budget Amendments for a total amount of $818,682.00 for continued Hurricane Milton drainage, beach, and dune related cleanup expenses and beach dune restoration plantings)2/25/2025 Item # 16.F.5 ID# 2025-577 Executive Summary Recommendation to authorize Budget Amendments for a total amount of $818,682.00 for continued Hurricane Milton drainage, beach, and dune related cleanup expenses and beach dune restoration plantings within the Pelican Bay Services Division Municipal Services Taxing & Benefit Unit. OBJECTIVE: Ensure sufficient budget providing for uninterrupted disaster cleanup and recovery. CONSIDERATIONS: Collier County Ordinance No. 2002-27, as amended, established the Pelican Bay Municipal Service Taxing and Benefit Unit for the purpose of providing street lighting, water management, beach renourishment, ambient noise management, extraordinary law enforcement service and beautification, including but not limited to beautification of recreation facilities, sidewalk, street and median areas, identification markers, and maintenance of conservation or preserve areas. Pelican Bay Services Division (PBSD) is solely responsible for advising the County on dredging and maintaining Clam Pass and manages such activities for the County. On September 26, 2024, despite Hurricane Helene's distance offshore from the southwest coast of Florida, tropical storm force gusts caused surge and sand accumulation to Pelican Bay drainage facilities and beach. Drainage restoration and cleanup efforts were underway when on October 9, 2024, Hurricane Milton made landfall near Siesta Key as a Category 3 storm and pushed additional surge and sand ashore. The accumulation of large deposits of sand from Milton completely obstructed drainage across the Bay Colony Beach Dune Swale threatening public safety and property. In addition, the sand that pushed ashore exposed stumps and other debris causing public safety hazards along the beach. To address these issues, the Division opened emergency purchase orders to vendors under existing contracts. On November 7, 2024, Humiston & Moore Engineers (H&M) completed a site visit to Pelican Bay's North and South Beaches to assess the beach conditions following the two recent Hurricanes. The visit identified significant beach erosion which amounted to large coverages of overwash into the vegetation line, as a result of storm surge. The flow pattern of the receding storm water after the storm eventually scoured a series of channels, gullies, along the coastline. The nearshore coastal processes and wave action in the following weeks contributed in the formation of a detached nearshore sandbar, with a low-lying area between the sandbar and the vegetation line, creating an zone of frequent inundation and pooling along the back beach. These two features would likely take some time to recover, and in the meantime, it would result in stagnant water in the low-lying area. To assist in the beach recovery, the Division utilized existing Contract 21-7885 and obtained a quote to mechanically remove the over -washed sand that was deposited into the vegetation line and placed the sand to fill in the gulleys and raise the low-lying area landward of the sandbar to diminish the pooling effects. The work is authorized under the state Emergency Final Order for Hurricanes Helene and Milton. All excavation and sand placement are limited to upland work above the Mean High -Water Line. On November 12, 2024, Item 16.F.4., the Board approved a budget amendment to transfer funds in the amount of $878,000 and an additional $125,000 on December 12, 2024, Item 16.17.3 for hurricanes Helene and Milton drainage facilities and beach related cleanup efforts within the Pelican Bay Services Division Municipal Services Taxing & Benefit Unit. This is a request for an additional $502,150.00 to restore drainage along a 500 linear foot stretch of the northern Bay Colony Beach Dune Swale from the Ritz Carlton to the outfall located within the Clam Bay Natural Resource Protection Area as well as to restore drainage within the inner mangrove channels within Clam Bay. Additionally, $316,532.00 is requested to restore vegetation damaged by Hurricanes Helene and Milton at the following locations: north Pelican Bay beach (1.61 acres), Pelican Bay back dune (8.89 acres), southern section of Pelican Bay at Clam Pass (1.76 acres), the County's Clam Pass Park (4.41 acres) and an additional 28.6 acres along the entire beach dune located within the Pelican Bay Services Division Municipal Service Taxing & Benefit Unit and Clam Bay Natural Resource Protection Area. The plants to be purchased and installed will follow a nature -based solution based on the new existing coastline and will include hearty Seagrape and red, white, and black mangroves where appropriate. The total amount requested is $818,682.00. Page 81 of 94 2/25/2025 Item # 16.F.5 ID# 2025-577 This item is consistent with the Collier County strategic plan objective to prepare for the impacts of natural disasters on our critical infrastructure and natural resources. FISCAL IMPACT: A total budget amendment of $818,682.00 is required. This includes transferring $502,150.00 from the Pelican Bay Irrigation & Landscape Capital Fund (3041), Pipe and Drainage Project (50307), and $316,532.00 from the Pelican Bay Irrigation & Landscape Capital Fund (3041), Pelican Bay Hardscape Project (50066) to the Disaster Recovery Fund (1813), Hurricane Milton Project (50320). GROWTH MANAGEMENT IMPACT: There is no growth management impact for this item.
