Executive Summary
Recommendation to approve and authorize the Chairman to sign the Third Amendment to the agreement between Collier
County and the Florida Department of State Division of Historical Resources for the restoration of the historic cottages at
Mar -Good Harbor Park to extend the period of performance from December 31, 2024, until June 30, 2025. (Public
Service Grant Fund 1839 and Public Service Match Fund 1840).
OBJECTIVE: To leverage state grant funds to complete the restoration of the historic cottages at Mar -Good Harbor
Park in Goodland to further the County's strategic objective to preserve and enhance the character of our community.
CONSIDERATIONS: Mar -Good Harbor Park was acquired in 2005 through a Florida Communities Trust (FCT)
reimbursement grant. The park has been developed with a community building, playground, canoe/kayak launch,
pathways and pavilions, and other recreational amenities and is operated by the Parks and Recreation Division. The park
received a local historic designation in 2015 (Resolution No. 2015-15). Restoration of the cottages is a condition of the
2005 FCT grant. Architectural work toward this end was completed through a Division of Historic Resources Small
Matching Grant in 2020.
Florida Department of State Division of Historical Resources (DHR) offers Special Category Grants for the purpose of
providing funding to assist local, regional, and state-wide efforts to preserve significant historic structures and
archaeological sites and promote knowledge and appreciation of the history of Florida.
On April 1, 2021, the Department of State issued a funding notice with an application due date of June 1, 2021. The
Museum Division prepared the application for the project to restore the cottages at Mar -Good Harbor Park in Goodland.
The County Manager approved the submittal of the application on May 27, 2021. Agenda Item #I6.D.15 was approved
by the Board of County Commissioners on June 22, 2021, to approve the "After -the -Fact" electronic submittal of the
grant application to the Florida Department of State Division of Historical Resources (DHR).
Applications were evaluated on a competitive basis at a public meeting in the fall of 2021 by the Florida Historical
Commission. Projects were ranked and then, if selected, received funding in the state budget in accordance with the
legislative allocation beginning on July 1, 2022.
Collier County was notified by DHR on June 6, 2022, that the Mar -Good Harbor Park project had been awarded the
requested funding of $256,436 with a one-to-one match requirement, making the project total $512,872. Collier County
received the agreement from DHR on November 2, 2022. On March 28, 2023, Agenda Item #16.D.1, the Board
accepted the award and executed the agreement.
On October 24, 2023, Agenda Item #16.D.4, the first amendment was executed to shift funds from the line item
"General Conditions" to "Architectural/Engineering Services" totaling $8,841.00. On June 25, 2024, Agenda Item
#16.D.11, the second amendment was executed to extend the end date of the agreement until December 31, 2024.
On December 10, 2024, Agenda Item #16.D.15, the original third amendment was brought to the Board and signed. On
December 13, 2024, the Chairman's signed copy of the amendment was emailed to the Department of Historical
Resources for final execution. Unfortunately, the State Department of Historical Resources did not execute the
amendment before the December 31, 2024 deadline which allowed the agreement's period of performance to lapse.
To remedy this, the State Department of Historical Resources has sent the County a revised Amendment #3 inserting a
"Reinstatement Clause" due to this issue. No further changes have been made to the third amendment.
The proposed third amendment, which was drafted and sent to the County by the State, will extend the end date of the
agreement until June 30, 2025, to allow for the additional time for the completion of the project. The DHR only permits
6-month extensions, and should any further extensions be needed, it will be requested.
FISCAL IMPACT: There is no new fiscal impact. The total cost of the project is $512,872. The Florida Department of

State will provide $256,436 in grant funding available within Public Service Grant Fund (1839), Project 80322. The
grant requires a 100% match in the amount of $256,436 available within Public Service Match Fund (1840), Project
80322.
GROWTH MANAGEMENT IMPACT: Mar -Good Harbor Park is inventoried in the Parks and Recreation AUIR
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a majority vote for
Board approval. -DDP
RECOMMENDATIONS: Recommendation to approve and authorize the Chairman to sign the Third Amendment to
the agreement between Collier County and the Florida Department of State Division of Historical Resources for the
restoration of the historic cottages at Mar -Good Harbor Park to extend the period of performance from 12/31/2024, until
06/30/2025. (Public Service Grant Fund 1839 and Public Service Match Fund 1840).

This Amendment is between the State of Florida, Department of State, Division of Historical Resources
hereinafter referred to as the "Division" and Collier Coturty Board of County Commissioners, hereinafter referred
to as the "Grantee".
The parties entered into a grant agreement for the implementation of a Special Category grant, for Restoration and
Interpretation of the Historic Mar-Good Cottages. The parties now mutually desire to amend certain terms and
conditions of the grant agreement.
In consideration of the covenants contained herein, it is agreed:
All section of the original grant agreement not specifically amended by this or a prior written amendment and all
prior written amendments are hereby reaffrmed.

12. Grant Reporting Requirements:
j) Tenth Report is due by January 31, for the period ending December 3l (third year of the grant period).
k) Eleventh Report is due by April30, for the period ending March 3l (third year of the grant period).
l) Final Report. The Grantee must submit a Final Report to the Division within one month of the Grant Period End
Date set forth in Section 2 above. All fnal reports must document the completion of all deliverables/tasks,
expenses and activities that occurred by the Grant Period End Date. The Grantee may expend frurds only for
allowable costs resulting from obligations incurred dwing the specified agreement period. Expenditures of state or
federal financial assistance must be in compliance with the laws, rules, and regulations applicable to expenditures
of state and federal f,rnds, including, but not limited to, this Agreement, the Reference Guidefor State
Expenditures, 2 CFR Part 200.
This Agreement is reinstated as if it had not expired and amended to reflect the extension dates set forttr herein,
effective as of ttre date both parties have executed this Amendment.
