Agenda 02/25/2025 Item #16B 1 (Approve a Change Order No.1 under Agreement No.21-7862 "Design Services for Airport Road Widening" with Kisinger Campo & Associates, Corp.)2/25/2025 Item # 16.13.1 ID# 2025-321 Executive Summary Recommendation to approve Change Order No. 1 under Agreement No. 21-7862, "Design Services for Airport Road Widening," with Kisinger Campo & Associates, Corp., adding 240 Days to provide additional design services in the lump sum not to exceed amount of $195,923.55, and authorize the Chairman to sign the attached Change Order. (Project 60190). OBJECTIVE: To approve a Change Order for additional design services for the Airport Road Widening project. CONSIDERATIONS: On February 14, 2023, the Board approved Agreement No. 21-7862 (the "Agreement") with Kisinger Campo & Associates, Corp. (the "Consultant") to provide engineering design services for the Airport Road Widening project (the "Project"). During the negotiations that ultimately culminated in the terms of the Agreement, various scope items were identified that might potentially be needed but could not be quantified and negotiated until the design advanced to a certain level of completion. The scope items that were listed as optional services in the Agreement with the notation "to be negotiated," which are now necessary, are as follows: • Level II Contamination Screening (Optional Service per Section 8.16 of the Agreement). • Structures — Box Culvert Modification and Retaining Walls (Optional Services per Sections 2.2, 2.5, 2.17, 6a.14, 17, 18, 35.44 of the Agreement). In addition, during the data -gathering process, the Consultant completed a Traffic Technical Memorandum ("TTM"), which recommended a traffic signal for the Airport Road and Curling Avenue intersection. The TTM shows a high left - turning traffic volume on the westbound approach at Curling Avenue, justifying the extension of the approach lanes. As a result of the TTM, the following two new scope items are now necessary: • New scope items: Additional Survey & Design along Curling Avenue With the 30% design plans completed, which included receiving community input on the Project, the scope items identified above were negotiated and included in Change Order No. 1. The addition of these necessary design and related services increases the contract amount by an additional $195,923.55 and adds 240 days to the Agreement so that the Consultant can complete the additional tasks. The voters approved the infrastructure sales tax in 2018. Exhibit A to Ordinance No. 2018-21, which lists all the applicable projects that could be funded from this sales tax, includes the Airport Road (Vanderbilt Beach Road to Immokalee Road) Project improvements under the Transportation Projects Category. On February 5, 2020, the Infrastructure Surtax Oversight Committee validated $4,000,000 of the 7-year Sales Tax to the Airport Road Widening Project. This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation system to reduce traffic congestion and improve the mobility of the County's residents and visitors. FISCAL IMPACT: A total of $195,923.55 is required for Change Order No. 1. This Change Order is eligible for grant reimbursement under the County Incentive Grant Program ("CIGP") agreement, which requires a 50% local match. There is $97,961.77 available within the Transportation Grant Fund (1841) and $97,961.78 available within the Transportation Grant Match Fund (1842) within Airport N of Vanderbilt Rd Project (60190). The funding sources are grant funds from the Florida Department of Transportation via the CIGP agreement, surtax, gas tax and impact fees. GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Long -Range Transportation Plan and Objective 1 of the Transportation Element of the Collier County Growth Management Plan to maintain the major roadway system at an acceptable Level of Service.
