and for the County of Collier, having conducted business herein, met on this date at 9:00 A.M.
in REGULAR SESSION at the Collier County Growth Management Department Building,
Conference Room 609/610, 2800 Horseshoe Drive N., Naples, Florida, with the following
members present:

1. Approval of previous meeting minutes from November 1st, 2024
Moved to approve by Ken Bills.
Second motion established for further discussion of previous meeting minutes.
Motion passed unanimously.
2. Membership Updates
Kelli DeFedericis has resigned from The City of Marco Island
3. Update on Repetitive Loss Area Analysis & WSP Deliverables
• Collier County is responsible for a floodplain management plan that's currently under contract with WSP.
• Approximately 242 repetitive loss properties have been identified.
• There was a mailing to notify affected properties and surveys will be dispatched to gather information. (There was Vendor who handled the mailing)
• WSP to begin field assessments starting next Tuesday. (Feedback incoming)
• A question arose about confidentiality. (will be investigated)
• Aim to incorporate findings into the floodplain management plan to update and maintain community rating system compliance.
• William Lang - FEMA’s previous responses were discussed. (They have not been effective nor timely)
• Matt Mclean - Is there a requirement for homeowners to participate in the program or is it solely voluntary? It is not voluntary as per William Lang’s response.
• William Lang discussed the regulation of payouts to homeowners.
4. Discussion on Flood Impacts & Differences between Historical Flood Events
• Questions arose regarding differentiation impacts from flooding events vs. storm events.
• Confirmation that this will be considered in site surveys & feedback provided to homeowners.
5. Notifications on Hurricane Helene’s Milton Substantial Damage
• Previous notifications are under review; updates will be sent based on new claim data.
• Internal preparations are underway to manage political & staffing issues resulting from these notifications.
6. FEMA ISO 2025 Community Rating System Verification
• Collier County has a site visit scheduled with ISO on June 5th, 2025
• Preparedness across various CRS activities, emphasizing the importance of timely submissions.
• Presentation of updates & achievements in the flood plain management plan & programs related to CRS activities.
• William Lang - Discussions taking place regarding flood insurance assistance (Financial). Jack McKenna (County Engineer) will be assisting regarding site visits.
• Director Mason discussed the details of the “Open Space” program were discussed. (consideration for Wildlife, Endangered species, etc.)
7. Florida Division of Emergency Management’s “Elevate Florida” Program
• Introduction of the Elevate Florida program to aid homeowners with property mitigation efforts.
• Explanation of eligible activities, including structure elevation & mitigation reconstruction.
• Discussed the prioritization process for assistance & the necessity for local coordination.
• FEMA grants not considered favorably for this program due to inherent bureaucracy within FEMA.
• 4 eligible activities: Structure elevation, Mitigation reconstruction, Acquisition/Demolition, Wind Mitigation.
• Allocations under current grant programs: Hazard Mitigation, Flood Mitigation Assistance-- $134,000,000. (statewide)
8. Committee Correspondence & Events
• Upcoming events were detailed where committee members will present or participate.
• Acknowledgment of the role of various stakeholders & outreach activities planned for the coming months.
9. Public Comments
• Brief introduction from Peter Hayden, representing Collier County Stormwater Capital Projects, indicating his return & willingness to collaborate.
• Other public comments were well-received & noted for future consideration.
10. Adjournment
• Meeting was adjourned at 10:05am. Ned Miller motioned to adjourn the meeting. It was seconded by Paul Shea.
