CALL TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL (Skipped) 4. CHANGES AND APPROVAL OF AGENDA (with Changes) Motion passed 8-0 5. PUBLIC COMMENTS Patrick Wack, Seagate POA and Joanne Janney, Naples Gate Restoration of Dunes & Vegetation at Clam Pass Park. This Board cannot act on Public Comment. It must be a regular agenda item for that Bob Roth, Linda Penniman, Joe Burke Board questions specifics of the area in Question-Clam Pass Park. High Tides might be an issue. 2 Three points were mentioned: • Will this be a viable Solution to the issue? • The Solution must meet with Environmental guidelines • Regulation Andy Miller Will look into it. Public Speaker Patrick delivers comments Board Answers will be delivered at the next meeting. Solution to the issue will likely be inexpensive. 6. APPROVAL OF CAC MINUTES December 12th, 2024 A few errors were found and need to be fixed. Dr. Judith Hushon moved to approve the minutes with amendments Joe Burke seconded Motion passed 8-0 7. STAFF REPORTS Extended Revenue Report Andy Miller reported good revenue collection so far, above budget estimations. No further staff reports presented. 8. NEW BUSINESS 1. ES – City of Naples Outfall Project Recommendation to accept the report from the City of Naples Tourism Impact Study for the Stormwater Outfall Pipe Removal and make a finding that this action promotes tourism. Andy Miller Stormwater Outfall Cleanup. Bob Middleton presented an overview for the stormwater project aiming to improve water quality and flood protection. Funding for this project needed from the TDC ($10M) This project will allow for improving the overall water quality, offer protection from flooding, & have a positive impact on Tourist Activities. Dave Trecker & Judith Hushon Pipe Construction to begin at the end of February, 2025 & will proceed for two years. Bob Roth Concerns about water contamination regarding Alligator Lake. Joe Burke, D. Trecker Generators, Pumps, etc. The result of the project would be a 95% improvement in water purity. 3 Dave Trecker motioned to approve the budget amendment Linda Penniman seconded Motion passed 8-0 2. ES-2024 South Naples Emergency Berm Recommendation to award Invitation to Bid (“ITB”) No. 24-8323 in the amount of $1,178,500.00 to Earth Tech Enterprises, Inc. for the Collier County South Naples Emergency Berm truck haul & construction project, authorize the Chairman to sign the attached Agreement, and make a finding that this item promotes tourism. (Project 50280) Joe Burke (?) motioned to approve Linda Penniman seconded Motion passed 8-0 3. ES-APTIM CO#1 – Park Shore Recommendation to approve Change Order No. 1, adding $33,702.40 and 137 days to the Work Order under library contract 18-7432-CZ with APTIM Environmental & Infrastructure, LLC for the Park Shore Beach Renourishment; and make a finding that this item promotes tourism (Project 90067). Dave Trecker (?) motioned to approve the budget amendment Linda Penniman seconded Motion passed 8-0 4. ES-APTIM CO#2 – Park Shore Recommendation to approve Change Order No. 2 for contract No. 24-8292 with Earth Tech Enterprises, Inc. for the Park Shore Beach Renourishment, increasing the contract amount by $2,739,153, applying the Allowance of $254,000.00 and adding 30 days to the contract time; approve Necessary budget amendment; and make a finding that this item promotes tourism (Project 90067). Dr. Judith Hushon motioned to approve the budget amendment Linda Penniman seconded Motion passed 8-0 9. OLD BUSINESS Protecting Beach Dunes-Dune Fencing White paper was prepared by Joseph Burke as a high level evaluation of potential use of sand fencing for dune sand accretion and protection from pedestrian traffic. Dune barriers are also reviewed. Joe Burke Sand fencing may not be necessary. Funding for Tigertail lagoon ‘Ecological restoration’ on Marco Island • Letter from Andrew Tyler opposing continued restoration efforts discussed. 4 • Concerns about environmental impacts vs. protection of property. Suggestion to have project engineer present at next meeting. Linda Penniman exits meeting (2:24) Sunshine State Law - Colleen Greene • All Board members must follow Sunshine Law (Official business must not be discussed privately) • Applies to written correspondence as well as Social Media. 10.
