MINUTES OF THE COLLIER COUNTY
East of 951 Advisory Committee
Naples, January 21, 2025
LET IT BE REMEMBERED, the Collier County East of 951 Advisory
Committee, in and for the County of Collier, having conducted business herein, met
on this date at 7:00PM. in REGULAR SESSION at the Collier County Heritage Bay
Government Center 15450 Collier Blvd, Naples, Florida, with the following
members present:

Next month’s meeting, Feb. 18th, Dr. Leslie Ricciardelli, Superintendent of Schools
and possibly Amy Walker have committed to attend. The meeting will be split with
Eloy Ricardo, N. Collier Fire Chief and possibly Chris Wolf, Greater Naples.

The issue with North Collier is after the merger with Court Screw Fire a while
back, they had made certain promises for east of 951. I'd like to follow up on that
and also follow up on the question of the proposed fire station on the 22nd Avenue
Northeast and future of water hydrants. That was the main issue at the last meeting.

He and I spoke a little bit about the hydrants and, some of the commitments that
were made before. And I want to make sure he comes prepared with the
information on the hydrants and what the options are when he comes in.
There may be some co-location opportunities there with some of the other agencies
too, like Sheriff's Office.

According to our presentation from the Sheriff's office, unless Collier County
government owns the property, they cannot locate there.
Their proposal is to buy property from GAC Land Trust on Oil Well Road and
build there.

• Since I brought up the Sheriff's office, there's another thing they're looking
at right now. The most important thing that they're working on is the North
Naples substation. They're gonna have all their updated paperwork to us
before we get finished so that we'll be able to discuss the options on the
things that they proposed for East of 951, one of which is a training center.
• They're looking at putting a training center in East Collier and that would
help them because they lost the test track, they lost everything else.
Whatever they are going to build will be presented to the Board of County
Commissioners as number 2 and the North Naples substation is number 1.

At our meeting in Immokalee, the sheriff indicated they were leaning strongly or
heavily toward a substation at Station 74 at DeSoto Golden Gate Boulevard. Is that
still in the plants?
Chair Tees
• I will check on that.
• Back to the schedule for people coming in to finish up with us. That would
be Lisa Keeler and the Big Cypress Basin hydrologist March 18th.
• We will try to co-locate a couple of these meetings so that we can get more
bang for the buck. She told me the school presentation would be an hour
max allowing for questions. The we can move on to the fire.
• The Schools’ Superintendent plans on discussing how they put together their
planning to build a school and the process.

• I know from history that the CCPS, Palm Ridgee High School area is a 40
acre area on the Northwest that was initially designed to be a school bus
barn maintenance facility. And then legal actions with waterways, they
terminated that project.
• Now the new bus barn school bus facility is on 47th Avenue at M Road,
which the NIMS went out for that. Yeah, for January 30th, I believe at UF
office.
• I'd like to have a discussion with the CCPS when they come here. If they
would consider donating that to the Big Corkscrew Regional Park for park
services or more fields or maybe entering into a partnership agreement with
Big Corkscrew Regional Park to do more ball fields. Is my understanding.
Ball fields are the most limiting factor for youth activities and adult
activities in Eastern Collier County but we won't know unless we ask the
question.

Well, that would mean bringing back the parks and recreation gentlemen and you
may want to bring someone the in from the school system. That's another issue.

For growth issues east of 951, it is a valuable matter.
The Board discussed road planning. Bruce Hamels did research on this, and it was
sent to Carrie Hobson. Her response is in your packet.
Chair Tees
• When we get with Trinity Scott there are several things to discuss with her.
A lot of the road planning has changed. I know that the County has made some
changes in the planning. For example, they were going to put in the divergent
diamond at Pine Ridge Road now they're gonna put in a divergent diamond at
Immokalee Road and I 75.
• We talked about filtering some of this traffic and finding out how many
inputs there's going to be into the Big Cypress Parkway and where they stand with
that. There's just a lot of questions. She also is involved with stormwater, and we
talked a little bit about being able to use some of the water retention areas for cell
phone towers.

• I’ll take care of correcting the minutes and get with Beatriz.
• I'd like for us to get more of a review discussion about the purchase
properties, Williams Farms, Hussey property, the Camp Keys trade, Baron
Collier
• That's gonna have a big effect on Eastern 951 transportation. But the last
time Trinity was here, she kind of ballparked that they wanted to put a lot of
affordable housing on Williams farm. It already had some, I think a rezone
already on part portion of it. A lot of it was conservation. They talked about
putting another road through it to go around the road.
• Right through north and south. It's all the way out there. This could go to our
road discussion. And how many more houses? We'll put more cars on
Immokalee Road north of Immokalee and east of Corkscrew sanctuary. And
then there's the transfer of property from the Camp Keais 1046 acres where
500 went north of Immokalee, north of the Casino, east of the Immokalee
Road. And then the Hussey property, we still haven't really discussed yet.
• I know I has a lot of rock on it from my prior meetings and then the rest of
the land around the landfill. I heard from one of the Commissioners that they were
looking at Hussey property for affordable or workforce housing as well. If it has
rock on it, that's great. But yeah, that's the reason why we own it is because they
weren’t going to let anyone dig on it.
