MINUTES OF THE COLLIER COUNTY
HISTORICAL ARCHAEOLOGICAL PRESERVATION BOARD MEETING
Naples, Florida January 17, 2025
LET IT BE REMEMBERED, the Collier County Historical Archaeological
Preservation Board, in and for the County of Collier, having conducted business
herein, met on this date at 9:30 A.M. in REGULAR SESSION at the Collier County
Growth Management Community Department Building, Conference Room
#609/610, 2800 Horseshoe Drive North, Naples, Florida, with the following members
present:

Ray Bellows, Zoning Manager, Growth Management Division

1. Call to Order
Mr. Burch called the meeting to order at 9:35 a.m. for a formal discussion.
Roll Call
A quorum was established in the boardroom
2. Agenda review: addendum to add item for an alternate location for the next
meeting.
Agenda approved
Motion made to approve the agenda passed unanimously
3. Approval of the meeting minutes w/ amended changes for October 25,2024 and
November 15,2024
Motion made to approve the meeting minutes passed unanimously.
4. Old Business -Everglades City Train Depot on site visit recap
Ms. O’Connell -Excellent field trip, great opportunity to view the area, we need
more information to take action. Regarding the plaque, it being a private property
site. She suggested to send a letter of support.
Local financial backing to assist with roof repairs.
Patty Huff- they are making progress with the state & federal funding
regarding Everglades City Bank Building Project.
Amanda Towsend - Plans are to create a resource center after restoration is
completed.
Ray Bellows – Suggested to send a letter of support to Everglades City.
Cindy Carroll – Due to the lack of funds, it’s all we can do
Suggestion to CC: Mr. Otey (?) , the owner in the letter.
Motion was made to send a letter to Everglades City modeled after the State of
Florida example from HPAB – motion passed unanimously
5. New Business - Cultural Assessment for Cappellin Mine,
Speaker – Jessica Harrelson, AICP w/ Peninsula Engineering
ASI – remote speaker Dr. Miranda Class w/ Architectural Consultants

request. There is a historical site located within a preserved area which will not
be impacted. The area is located North of Oil Well Road, 1400 acres for
conditional use to do mining on the site which will be around 206 acres.
Janice Perdichizzi -What was the findings?
Jessica Harrelson – Tree Island site used by Native Americans and travelers,
evidence of pottery
and such, era 5000 years old or so. Based of the Executive Summery purchase
was satisfied.
Motion was made to accept the findings and recommend approval to the cultural
assessment to the BCC. Motion passed unanimously
6. Gore Natural Center
Discussion ensued
Speaker – Summer Araque, Environmental Supervisor, Collier County
Proposal for Historical Preservation PowerPoint presentation
Ray Bellows- suggested a plaque for local significance for Gore Nature Center
for support
Motion was made to send a letter to encourage them to submit an application to staff
for review with consideration to the BCC for historic designation. Motion passed
unanimously
7. March meeting location -upgrades after being done to the conference room, need
an alternate location for Friday, March 21st meeting.
Suggestion to conduct a site visit to Gore Nature Center, update will be provided
at the February 21st meeting.
8. Review Project Activity Log
Amanda Townsend - provided updates
a) Rosemary Cemetery, Feb 11th it’s on the BCC agenda.
b) Awarded for Bid the Naples Trian Depot repairs from Hurricane Ian
c) Feb. 26th, BCC Agenda – Awarded for Bid the Garden & Citrus Grove at
Roberts Ranch

Jancie O’Connell - layout is comfortable, suggested “tent cards “to identify
members.
