Executive Summary
Recommendation to approve the use of $5,000 from the Confiscated Trust Funds to support the LEAD Program and
authorize the necessary budget amendment.
OBJECTIVE: To request that the Board approve the use of $5,000 to support the LEAD Program.
CONSIDERATIONS: The LEAD Program by virtue of Section 932.7055 (5)(c) 1 Florida Statutes is seeking Board
authorization for the appropriation of funds to support their 10-week curriculum program for the fifth grade.
This program was originally taught in 6 pilot schools in 2018 and after a successful pilot Too Good For Drugs has been
taught in all CCPS schools from 2019 to present. The Too Good For Drugs program is evidence based and research
supported curriculum. The program has proven to be a positive correlation between students having attended the
program and having a decrease in the use of smoking, alcohol consumption and marijuana, particularly in students who
are considered at higher risk for those behaviors. Additionally, the program positively impacts the Risk and Protective
Factors (conditions which build resilience to substance abuse or violent behavior) and can serve to buffer the negative
effects of risks. L.E.A.D. utilizes social and emotional learning to work through fun and interactive lessons, building the
self-confidence young people need to make healthy choices and achieve success. L.E.A.D. also promotes positive, pro-
social attitudes and behaviors, while fostering healthy relationships, resistance to substance abuse and conflict, and
resistance to negative peer pressure and influence. L.E.A.D. mitigates risk factors and promotes resiliency through the
development of these skills and traits: Goal Setting, Decision Making, Effective Communication, Anger Management,
Media Literacy, Conflict Resolution, Social and Emotional Competency, and Pro Social Bonding.
The LEAD Program has applied to the Sheriff for appropriation. The Collier County Sheriff s Office (CCSO) requests
Board approval to appropriate $5,000 to support the Florida Agricultural Crimes Intelligence Unit, Inc.
FISCAL IMPACT: A budget amendment needed for $5,000 from the Confiscated Trust Fund (1068) reserves to
support the LEAD Program. The source of funding is proceeds from confiscated property.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for approval. -JAK
RECOMMENDATIONS: To authorize the budget amendment to appropriate $5,000 Confiscated Trust Funds to
support the LEAD Program.
