Agenda 02/11/2025 Item #16G 1 (Awarding Contract #24-8283 for Rental Car Concession Services for the Collier County Airport Authority w/Enterprise Leasing Compary of Florida, LLC)2/11/2025
Item # 16.G.1
ID# 2024-2368
Executive Summary
Recommendation that the Board, acting as the Airport Authority, award Request for Proposals No. 24-8283, "Rental Car
Concession Services for Collier County Airport Authority” to Enterprise Leasing Company of Florida, LLC, and
authorize its Chair to sign the attached Car Rental Service Concessionaire Agreement.
OBJECTIVE: To continue to provide high-quality car rental services at the three Collier County Airports: Marco Island
Executive Airport, the Immokalee Regional Airport, and the Everglades Airpark.
CONSIDERATIONS: The Marco Island Executive Airport has grown substantially over the past several years from
68,286 aircraft operations in 2022 to over 85,000 aircraft operations in 2024. With that growth, the demand for rental
cars has also increased. The rental car concession contract also provides for courtesy cars to be made available for the
short-term hourly use by the County’s customer base that are purchasing aircraft fuel and will only be at the airport for a
few hours.
On August 13, 2024, the Procurement Services Division posted Request for Proposal No. 24-8283, “Rental Car
Concession Services for Collier County Airport Authority.” The County extended the proposal deadline for an
additional week to conduct vendor outreach in an effort to stimulate competition. Ultimately, the County only received
one proposal by the September 19, 2024, extended submission deadline.
A selection committee met on October 22, 2024, to review the sole proposal received by Enterprise Leasing Company of
Florida, LLC (“Enterprise”). The evaluation criteria required proposers to state their qualifications and provide at least
three references from clients for rental car services at an airport facility of similar character and size within the last five
years. After reviewing and deliberating over the proposal received, the committee is recommending awarding to
Enterprise:
Company Name Final Ranking
Enterprise Leasing Company of Florida, LLC 1
Enterprise was incorporated in Florida in 2009 and is the incumbent vendor under existing Agreement No. 19-7535,
which expires on April 30, 2025. Enterprise has been the only “on-airport” car rental concession at the Marco Island
Executive Airport (MKY), the Immokalee Regional Airport (IMM) and the Everglades Airpark since 2011. If approved,
the attached proposed Agreement No. 24-8283, will become effective upon approval and replace existing Agreement
No. 19-7535. The Agreement provides for a three-year term, with two one-year renewal options, and provides a 15%
concession on monthly gross receipts, a monthly occupancy fee of $476.67, and a monthly parking fee of $13.72 for
each parking space (six total).
This agenda item is consistent with the Collier County Strategic Plan, focusing on Responsible Governance and the
objective of safeguarding taxpayer money by promoting fiscal stewardship and sound budget oversight. The revenue
derived from the Enterprise contract has helped provide the fund operating surplus that the collective three airports has
produced since 2015. This surplus has significantly reduced any burden on the Collier County general fund for an
annual subsidy.
Approval of the attached Agreement will enable the Airport Authority’s desires to provide rental and courtesy vehicle
services to support at the County Airports. MKY and IMM have very limited space available for on-airport car rental
services and the demand at the airports is very seasonal. Enterprise has well adjusted to the “high season” demand and
the limited space.
FISCAL IMPACT: The airport authority in the past six years with Enterprise has averaged $50,000 in percentage of
gross sales revenue (15%), per year. Most (85%) of this revenue is generated by MKY’s market. Only MKY has a
dedicated office with front lobby counter space. The office space and parking stalls bring in $5,976 per year. Due to the
influence of the three named storms affecting our region in 2024, it is believed that the percentage of gross sales revenue

Item # 16.G.1
ID# 2024-2368
may be slightly decreased for FY 2025. The rent, concessionaire fees, and all applicable taxes associated with this
agreement will be deposited in the Airport Operating Fund (4090), for the Marco Island executive Airport Cost Center
(192370), Immokalee Regional Airport Cost Center (192330) or Everglades Airpark Cost Center (192350) as
appropriate.
GROWTH MANAGEMENT IMPACT: This item is consistent with Transportation Element of the Growth
Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board
approval. —SRT
RECOMMENDATIONS: To award Request for Proposal No. 24-8283, “Rental Car Concession Services for Collier
Count Airport Authority,” to Enterprise Leasing Company of Florida, LLC, and authorize the Chairman to sign the
attached Agreement.

BACKGROUND
The Collier County Airport Authority (Authority) is soliciting competitive sealed proposals from interested and qualified licensed and

of corporate, private, charter and air taxi operations. Business aircraft operations represent a significant portion of its activities. The
Airport is located 3 miles northeast of Marco Island, in the rapidly growing community of East Naples in Collier County, Florida. In order
to support current aircraft operations and provide capacity for future growth, the Authority constructed a new two-story, state-of-the-art

31, 2023) was $369,730.10. Immokalee Regional Airport, located at 165 Airpark Boulevard in Immokalee, is an active general aviation airport that serves the needs
of corporate, private, and agriculture-related business operations. The Airport is located 1 mile northeast of Immokalee, and 6 miles north
of the rapidly growing community of Ave Maria in Collier County, Florida. Rental car revenue for the Immokalee Regional Airport was
minimal for the fiscal year 2023.
Everglades Airpark, located at 650 E.C. Airpark Road in Everglades City is an active general aviation airport that serves the needs of
private and recreational- related operations. The Airport is located within Everglades City, and 1 mile west of the Island of Chokoloskee.

Currently, one (1) rental car company operates rental car concessions at the Marco Island Executive Airport. This Concessionaire normally
operates with their staff on Premises seven (7) days per week from November 1 – April 30, annually. This company also operates limited,
on-demand services at the Immokalee and Everglades Airports. The current Concessionaire has appointed Authority staff as their limited
agent for the purposes of completing car rental contracts with Concessionaire’s customers on Concessionaire’s behalf outside of normal
Concessionaire hours with the Concessionaire’s direct support. The current agreement ends on December 25, 2024.

BUSINESS PLAN
Proposer’s operations at the Marco Island Executive Airport,
Immokalee Regional Airport and Everglades Airpark will provide our
mutual customers with many benefits. Based on Proposer’s
success in other airport markets in the region, we have identified the
unique ways in which our customers, and thereby the Airport, will
benefit from having Proposer as a long-term and trusted business
partner. These benefits will be realized through Proposer’s
provision of the following services:
❖Staffing
Proposer realizes the need to ensure that our operations at the
Airports are adequately staffed so that customer service and staff
morale are at the highest levels. Proposer commits to staffing levels
sufficient to meet the needs of all arriving and departing passengers.
Proposer will ensure sufficient staff to make certain that busy
periods are adequately managed in order to keep customer
transaction times to a minimum.
Proposer employs an appropriate number of Drivers and Car Preps
to ensure all customer needs are met. This structure will allow for
experienced personnel to be available throughout operating hours.
As business levels increase, additional staff is added.
❖Training
The majority of employee training occurs on the job with the
employee working alongside their manager to stay on track of
learning objectives and goals. We also offer formal training where
subject matter experts lead classroom training for employees in
roles where additional learning is necessary. Employees that will
work in a rental branch receive our Management Training
Program, which was developed for employees to complete their
training over twelve months and then begin advancing their career
towards Assistant Manager, Branch Manager and beyond. The
Management Training Program is structured to provide all the
necessary training to allow employees to participate in everything
from sales, marketing and customer service to operations and
finance. Our Company’s entrepreneurial philosophy enables
employees to pursue future opportunities including running their own
business. Our company promotes from within its own ranks,
providing numerous opportunities for advancement as well as giving
employees and business partners the knowledge that every member
of management is familiar with the frontline workings of the
operation they oversee. This assures that each member of
management is capable of managing their business with the best
interests of its customers, business partners, and employees in
mind.

❖Customer Experience
Proposer is always seeking enhanced and new ways to ensure that
any mobility experience runs as smoothly as possible. By
combining modern technology, developing new tools and
streamlining our processes, Proposer is optimizing the customer
experiences from the inside out. Read on to learn how Proposer
measures customer service.

CUSTOMER SERVICE
Each store location earns a ranking based on the percentage of its customers who say they were
completely satisfied. Unlike other companies, we will only credit the calls that are classified in the
“completely satisfied” category. This is important because completely satisfied customers are far
more likely to be repeat customers. We call this ranking "Top Box" and that is the standard of
excellence we set for ourselves when we work with our customers.
“Top Box” performance is important for two reasons:
•Completely satisfied customers are far more likely to be repeat customers.
•Through the SQi ranking system, we can link our employees’ advancement within the company
directly to the goal of providing consistently superior service to each and every customer.
(2) What could we do better?
80% of customers respond with what they want from us to make the service better. Getting
customers’ direct feedback helps us learn about “The Why” behind the score.
THE
SERVICE QUALITY INDEX
(SQi), cont’d.
To ensure that our ability to provide superior
customer service is never compromised, our
management teams at each location are
given an SQi (Service Quality index) score.
The SQi score hinges on two simple words:
completely satisfied. To obtain this score, we
use an independent third party called In
Moment to text or email hundreds of
thousands of customers each month to
ensure each store has a large enough
sample of surveys to legitimately score the
location. In Moment asks each customer two
questions:
(1) How would you rate your level of
satisfaction on your last rental?
The customers are given the following
categories to answer.
Completely satisfied Credit
Somewhat satisfied 0
Neither satisfied nor dissatisfied 0
Somewhat dissatisfied 0
Completely dissatisfied 0

BUSINESS PLAN
The following are just a few examples of the many ways Proposer
is working to design, deliver and enhance mobility for everyone.
Balancing High Touch & High Tech: Technology unlocks new
possibilities, but nothing replaces the human touch. Proposer is
constantly working to enhance customer interactions by building
better, more intuitive digital experiences that put people first. Our
approach means greater flexibility and convenience for everyone—
especially our customers.
Delivering Frictionless Experiences: Proposer is continuously
enhancing customer experiences to keep everyone moving ahead.
This includes work to remove friction around the most critical steps
in the journey, delivering customers enhanced control,
personalization and transparency.
Standard of Care: Proposer’s employees who clean rental
vehicles are formally trained on our standards for cleaning vehicles,
and the steps to be taken to provide a clean vehicle for each rental.
Those steps include that the interior of the vehicle is vacuumed,
including floors, floor mats, cloth seats, between doorjambs and
seats, and between the console and seats. The trunk is vacuumed
as well. All windows and mirrors are cleaned and all other “hard”
interior items (e.g. dashboard, instrument panel, cup holders,
vinyl/leather seats, etc.) are wiped down. Car deodorizer is utilized
if necessary. The exterior of the vehicle is washed and rinsed
(weather dependent) and the mirrors are cleaned. Combined with
other measures, Proposer is constantly working to support the well-
being of every customer now and into the future.
In addition to Proposer’s standard cleaning process, each vehicle is
further inspected between rentals by checking certain fluid levels,
overall tire condition, dashboard warning lights, and directional
signals and lights. Additionally, the spare tire and jack (if equipped)
are confirmed to be in place, windshields are examined for any
stars or cracks which may affect visibility, and any concerns noted
by the prior renter are examined. If any deficiency is noted during
these inspections that cannot quickly be remedied, then the vehicle
is removed from service and will not be rented.
BUSINESS PLAN
Safety: Customer safety is our top priority. Customers can count
on our commitment to provide a vehicle that is safe and
dependable. That has been the foundation of our business for over
67 years. All vehicles meet all federal safety standards and
regulations.
Roadside Assistance: Our contact center agents are trained to
help those renters in the unfortunate instance of lost keys or a
vehicle malfunction, such as flat tires, accidents and mechanical
failure. In the event of vehicle malfunction, agents utilize resources
from rental locations, vehicle manufacturers and a third-party
automobile club to assist renters and help them get back on the
road. Renters are provided with the contact number on the back of
the rental contract.
Driver Assistance: In the event that trip interruption requires
overnight accommodations, our contact center agents will arrange
lodging, meals and/or alternate transportation if necessary. The
renter will be responsible for all expenses incurred, subject to
reimbursement or direct payment at the discretion of authorized
company personnel.
Vehicle Availability: With locations in the region and the unique
ability to move cars from our other locations to the Airports during
periods of peak demand, we can meet the demands of customers
at the Airports. In times of slow demand, Proposer can reverse this
system and move cars back to our other offices, thereby reducing
congestion.
BUSINESS PLAN
❖Customer Base / Revenue
Our Company has aggressive marketing plans to help foster growth
at our airport locations. Much of this growth will come from
increased national, local, and social media marketing opportunities.
These opportunities include, but are not limited to, the following:
Loyalty Programs & Promise: Loyalty has always been at the center
of who we are and how we work, but it’s also a way we support and
empower our customers. Enterprise Mobility loyalty programs are
about doing right by our customers. That includes everything from
ensuring they can make the most of the perks we offer, while also
providing meaningful opportunities to help shape our operations
into the future. We actively listen to what customers want and need
— and that honest feedback is the heart of the relationships
Proposer works to build with our loyalty programs.
Integration or Alliances with Travel and Accommodations Providers:
Our brands are listed as preferred providers with many popular
internet travel sites.
Vehicle Rental Increases at the Airports: Our onsite locations
enable us to be included in “authorized” destinations by several
large U.S. corporations and government agencies. This coupled
with our Enterprise Plus® and National Emerald Club rewards
programs, and other promotions, will result in year-over-year
increases in rentals.
Enterprise Plus® rewards program and National’s Emerald Club
Program as described on the following pages is yet another unique
way we set ourselves apart from our competition.
