Agenda 02/11/2025 Item #16C 2 (Awarding ITB Contract #24-8320 for the North County Regional Water Treatment Plant Raw Water Feedline Rehab Phase 1 & 2 to RF Environmental Services, Inc.)2/11/2025 Item # 16.C.2 ID# 2025-240 Executive Summary Recommendation that the Board of County Commissioners, as ex-officio the Governing Board of the Collier County Water-Sewer District, award Invitation to Bid (ITB) No. 24-8320, “North County Regional Water Treatment Plant (NCRWTP) Raw Water Feedline Rehab Phase 1 and Phase 2,” to RF Environmental Services, Inc., in the amount of $2,739,000, approve an Owner’s Allowance of $110,000 for Phase 1 and $150,000 for Phase 2, and authorize the Chairman to sign the attached Agreement. (Project 71066) OBJECTIVE: To replace the raw water feed piping that supplies the nanofiltration treatment process at the North County Regional Water Treatment Plant (“NCRWTP”) and ensure system reliability, sustainability, and meet customer demand. CONSIDERATIONS: The Collier County Water Sewer District ("CCWSD") has established GIS-based integrated Enterprise Asset Management ("EAM") where assets are routinely evaluated and conditions in the field updated by Operations Divisions and, when appropriate, they are listed under the Capital Improvements Plan ("CIP") for Engineering and Project Management to implement the soonest possible. CCWSD EAM drives the priorities for investment in our Critical Infrastructure where replacements, re-habilitations, and repairs are planned and implemented prior to failure (Cat Red-F and Red-E) that would result in Utility Service outages and negative customer service impact. The Engineering and Project Management Division of the Public Utilities Department has completed QA/QC and programmed this project. The NCRWTP comprises two water treatment processes: nanofiltration and reverse osmosis. The initial phase, nanofiltration, was completed in 1993, comprising six skids that produce 12 million gallons per day (“MGD”) of potable water. The reverse osmosis process was completed in 1999, consisting of four skids that produce 8 MGD of potable water. The existing raw water feed piping supplying the nanofiltration process is nearing the end of its useful life. This project entails the replacement of the existing fiberglass piping with an upgraded stainless-steel piping, which will significantly extend its useful life. The project is structured in two phases due to the limited duration of construction, which coincides with the utility’s off-season. Plant shutdowns up to 48 hours will be necessary during construction. Therefore, construction will be conducted during the months of lowest water demand. Historically, this period commences in April and concludes in late November. Consequently, Phase 1 will be executed this year, while Phase 2 will take place in 2026. This item is consistent with the Infrastructure and Asset Management element of the Collier County Strategic Plan objectives. On October 4, 2024, the Procurement Services Division issued ITB No. 24-8320, seeking construction services for the NCRWTP Raw Water Feedline Rehab project. The due date was extended once for a total of seven additional days due to Hurricane Milton. (“RFES”) as the lowest, responsive, and responsible bidder. Staff recommends the contract be awarded to RFES in its low bid amount of $2,739,020. In addition to the total bid amount, staff has allocated an Owner’s Allowance of $110,000 for Phase 1 and $150,000 for Phase 2, for unforeseen site conditions that might be encountered during construction, which will also be included in the Purchase Order. Use of the allowance will be only as directed by the County, if necessary, with proper supporting documentation to be submitted by the contractor for any additional work Page 1785 of 3773 2/11/2025 Item # 16.C.2 ID# 2025-240 that is authorized and performed under the allowance. The County’s engineering consultant, Jacobs, Inc., evaluated the bids and determined that RFES met all the qualifications required for this project and submitted the lowest, responsive, and responsible base bid. RFES’s bid is approximately 26% below Jacobs’s $3,710,000 opinion of probable cost for the work. RFES has provided services in Florida since 2016 and has performed work for other Florida municipalities. Staff recommends that the Board award RF Environmental Services, Inc., the attached Agreement in the amount of $2,739,000, and approve the Owner’s Allowance in the amount of $110,000 for Phase 1 and $150,000 for Phase 2. FISCAL IMPACT: The source of funding is the Water User Fees Capital Fund (4012). Funding is available in project 71066. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. Basis of award shall be the Total Bid Price inclusive of Phase 1 and Phase 2 bid items (sum of bid items 1 through 9).  *Staff has allocated an Owner's Allowance for Phase 1 annd for Phase 2 work. The Owner's Allowance for Phase 1 is $110,000 and the Owner's Allowance for Phase 2 is $150,000 ‐ for Owners Use  as Directed.  These Allowances will be used only at the Owner's direction to accomplish work due to unforeseen conditions and/or as directed by the Owner.  Inclusion of the Allowance as part of
