Executive Summary
Recommendation to convert three (3) current time-limited grant positions to non-time limited to support countywide
capital grants.
OBJECTIVE: To ensure compliance with state and federal grant requirements for countywide capital grant agreements.
CONSIDERATIONS: The County has contracted with ResourceX to aid in the development of a priority-based
budgeting approach for the FY 2025 budget. ResourceX provided the Board with a Priority Based Budgeting Return on
Investment Report on July 29, 2024. Included in the report was a recommendation to consolidate grant administration
functions across multiple departments to reduce redundancy and administrative overhead. In accordance with this
recommendation, oversight of countywide capital grant compliance was transferred to the Transportation Management
Services Department (TMSD) Grants Compliance Section effective November 2, 2024. This includes compliance
oversight of 25 current and all future countywide capital grants.
Three time-limited grant-funded positions were transferred from Community & Human Services Division to the TMSD
Grants Compliance section to oversee capital grants compliance for the Public Utilities Department, Growth
Management and Community Development Department, and County Manager Operations.
Based on the on-going responsibilities for these positions, the department seeks to convert the below time-limited
positions to permanent Collier County full-time positions:
50039117 Grants Coordinator I
50034605 Accounting Technician I*
50034607 Accountant I
* a request to reclassify this position to a Contract Administration Specialist is pending HR approval. This
reclassification is anticipated to streamline grant solicitations and shorten the overall solicitation timeline.
This item is consistent with the Quality of Place, Infrastructure and Asset Management and Community Development
Strategic Focus Areas of the Collier County Strategic Plan.
FISCAL IMPACT: In FY2025, the conversion of the three (3) positions will be funded through attrition within the
Road and Bridge Fund (1001). In FY2026, the positions will be supported with contributions from the departments
receiving services based on employee time spent supporting the applicable grant funded capital project.
GROWTH MANAGEMENT IMPACT: This item is consistent with the County’s Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and requires
majority vote for approval. -JAK
