MINUTES
I. Call to Order
The meeting was called to order at 4:35 P.M. by Chair Spencer. Attendance was called and a
quorum of three was established.

IV. Approval of Agenda
Chair Spencer moved to approve the Agenda of the Golden Gate MSTUAdvisory Committee as
presented. Second by Ms. Holmes. Carried unanimously 3 - 0.
V. Approval of Minutes — September 17, 2024
Chair Spencer moved to approve the minutes of the September 17, 2024, Golden Gate MSTU Advisory
Committee meeting as presented. Second by Ms. Holmes. Carried unanimously 3 - 0.

VI. Landscape Maintenance Report — A & M Property Maintenance
Mr. Yzaguirre reported:
• Routine landscape maintenance services were performed.
• The trimming was limited due to accumulation of dirt and mulch during the hurricane.
• One small palm tree came down during Hurricane Milton.
• The irrigation system app has not functioned remotely in three weeks for Hunter Parkway and
Coronado Boulevard.
Comments
Mr. Schumacher reported:
Irrigation
Sunshine Boulevard
The variable frequency drive inside the control cabinet is defective; the fan has been replaced.
A Purchase Order will be issued to Naples Electric Motor Works to install new parts.
Median plantings will be installed on resolution of the irrigation issues.
Hunter Parkway and Coronado Boulevard
• The system will be evaluated to restore the app functionality.
Fertilizer
Fertilizer will be ordered and delivered to A & M Property Maintenance. Application will be in
accordance with the schedule developed with the contractor.
Tree Pruning
A Purchase Order for Tree Scaping of Naples was issued. Pruning of palm and hardwood trees on
Golden Gate Parkway and Santa Barbara Boulevard will be scheduled.
Golden Gate Parkway Street Maintenance
Conne Bettinger reported:
The portion of the street abutting the median curbs on Golden Gate Parkway accumulates vegetation
debris, blocks drainage and poses a safety hazard.
Mr. Schumacher noted Golden Gate Parkway is maintained by the Collier County Road Maintenance
Division, not the MSTU, and suggested she call Collier 311 to report the issue.
VII. Landscape Architect's Report — McGee & Associates
Mr. McGee summarized the October 1, 2024 observation report.

Comments
Mr. McGee reported:
• All Duckbill tree -stacking cables should be reset and adjusted.
• Irrigation cycles should be increased from three to four days per week.

Hunter Boulevard, Median #4: The Perennial Peanut bed should be treated for fungus, snails
and insects as specified in the report.
Coronado Parkway & Hunter Boulevard: Recommend additional review of replacement plants
needed prior to refurbishment of medians.

• Budget Summary
1. Line 1, Ad Valorem Tax Collections & Interest — Of the $743,200 budgeted, $0 has been
collected and $743,200 remains to be collected.
2. Line 2, Carry Forward — Unspent funds accumulated from previous fiscal years and retained
within the MSTU, in the amount of $2,006,206.
3. Line 3, All Revenues — Of the $2,749,406 budgeted, $0 has been collected leaving an
available balance of $2,749,406 (the sum of lines 1 and 2) minus Expenditures.
4. Line 21, Operating Expense — Of $384,906 budgeted, $201,661 is committed on MSTU-
issued Purchase Orders and $0 has been spent, leaving the remainder of $183,322 available
within budget for additional operating expenses as needed.
5. Line 25, County Overhead — Of the $87,300 budgeted, $0 has been transferred, and a
balance of $87,300 remains to be assessed (PTNE Staff & support, Property Appraiser, &
Tax Collector).
6. Line 27, Capital Projects — A balance of $2,277,200 remains for improvement projects.
7. Line 27, All Expenses — Of $2,749,406 budgeted, $201,584 is committed to existing
Purchase Orders, and $0 in total expenditures, leaving a remainder of $2,547,822 available
for MSTU expenditures.

• General
a. MSTU Tax Rate: 0.5000 Mills (0.05%) for beautification improvements and maintenance
within the taxing district is reviewed annually.
b. Funds not spent in 2025 (FY-25) will be carried forward into FY-26.
c. Tax millage and interest collected by the Golden Gate Beautification MSTU may only be
utilized by the MSTU and within the MSTU district boundary.
Mr. Schumacher noted:
• The November FY-25 Budget will be updated to reflect new Purchase Orders and fund
allocations.
• A Purchase Order was issued to Lykins-Signtek Inc. for a "Welcome to Golden Gate" sign.
• A Request for Quote (RFQ) was for replacement of the photo eye and mounting base for a
decorative light on the north end of Tropicana Boulevard.
• The proposed irrigation and landscape project on Golden Gate Parkway will be funded
from the Capital Projects category.
• The Office of Budget Management (OMB) will be consulted regarding the addition of a
line item in the Capital Improvements category dedicated to funding expenses incurred for
disaster/ catastrophic events, perhaps $150K per roadway.
• The Asset Management Plan report to estimate life expectancies of MSTU assets and
corresponding expenditure projections to fund maintenance was updated during the
planning process.
• Uncommitted funds available within budget are eligible for transfer to other categories
upon approval by the Committee.
• The Ad Valorem taxable value increased 8.94% for fiscal year 2025 over 2024 generating
additional revenue of $129,275.
B. Community Welcome Sign Renovation — Golden Gate Parkway (west)
Mr. Schumacher reported:
• A rendering of the final design was presented to the Committee.
• Sample paint swatches were displayed to provide accurate color identification.
• Mr. Schumacher will verify the mockup depicts the Sherwin Williams Sunflower (yellow),
Espalier and Grasshopper (green) colors accurately prior to issuing a Notice to Proceed to
Lykins Signtek.
• The sign is planned for installation in mid -November.
• A warm white landscape light to highlight the sign, will be installed.
Ms. Holmes motioned to approve the production and installation of Lykins Signtek, Option A,
"Welcome to Golden Gate" sign as rendered on October 15, 2024. Second by Mr. Jefferson.
Carried unanimously 3 — 0.
C. Holiday Decorations - 2024
Mr. Schumacher reported:
Naples Christmas Lighting, Division of Sight N Sound, submitted a proposal for holiday lighting in
the Right -of -Way (ROW) on Golden Parkway, at the intersection of Santa Barbara Blvd.
• The full-size Christmas tree design of multi -color lights utilizing the flagpole will be
installed mid -November.

• A Purchase Order in the amount of $2,975 has been issued.

X. New Business
Irrigation Extension - Pkwy Median 2 & New Bridge over Santa Barabara Canal
Santa Barbara Boulevard Refurbishment
Mr. Schumacher reported:
The Road Maintenance Division is considering restoration of the irrigation and landscaping at the
intersection of Santa Barbara Blvd. and Golden Gate Parkway, west of the sign.
• The original irrigation lateral pipes were previously severed and capped, and irrigation heads
disconnected during a County project in the area west of the sign and the Road Maintenance
Division proposed re-establishment and extension of the irrigation system in the area impacted.
• The irrigation line installation labor segment of the project will go out for bid with anticipated
installation in the first or second quarter of FY-25.
• The County will supply parts for the project.
• Plants will be selected upon project completion for installation in spring 2025.
• The MSTU may share some costs of the project with Road Maintenance Division.
• The Road Maintenance Division will be responsible for maintaining the area.
Mr. Schumacher will meet with Pam Lulich, Landscape Operations Manager, to review the project.
Chair Spencer requested a representative of the County attend an MSTU meeting to discuss options to have
a statue of a bird incorporated into the landscape design.
XI. Public and Committee Comments
Tropicana Street Lights
Mr. McGee suggested new light poles with LED lamps be installed in the six medians on Tropicana
Boulevard.
Mr. Schumacher will solicit quotes from Lumec and Sternberg Lighting to replace twelve poles and
lamps on Tropicana Boulevard. The proposals will be submitted to the Committee at a future meeting.
Coronado Parkway Median Light
Mr. Schumacher will request Simmonds Electrical to evaluate the blinking light on the south end of the
median and determine if the lamp should be replaced.
Community Center Sign
Mr. Jefferson reported trimming of the trees to enhance visibility of the Community Center sign was
discussed at the Civic Association meeting.
Discussion ensued regarding the County's hesitation to convert to digital traffic signage for informational
purposes.
Irrigation Extension
Ms. Bettinger suggested the Irrigation Extension project on Santa Barbara Boulevard be coordinated

with a proposed County utility project being undertaken in the area to prevent pedestrian and vehicle
congestion in the area.
