(Project No. 33822) OBJECTIVE: To ratify administratively approved Change Order No. 2 allowing for four additional days of contract time and use of $12,626.46 of the Owner’s Allowance for required structural changes to the base design of the Bulk Aircraft Hangar at Marco Island Executive Airport. CONSIDERATIONS: Change Order No. 2 to Agreement No. 23-8120 (the “Agreement”) with DEC Contracting Group, Inc. (the “Contractor”) is a request to add four days to the contract time under the Agreement and use $12,626.46 of the allotted Owner’s Allowance. Work Directive No. 2 was administratively approved by the Contractor and staff on October 24, 2024. The underlying cost of the project under the Agreement will not increase and as explained further below, the $12,626.46 of the Owner’s Allowance used to reimburse the Contractor will be set off by a deductive change order provided by the engineering design firm for the project. Change Order No. 2 is necessary due to an oversight of the structural engineer task for the hangar’s structural design. The rebar and other hardware (pedestals and curbs) required to strengthen the concrete slab and to connect the structural steel to the foundation and floor concrete slab was sized uniformly at one length for all areas on the poured concrete. However, the concrete slab was not designed to be one uniform thickness. The slab tapers in thickness, from a maximum at the hangar entrance to a minimum thickness at the rear portion of the hangar. The specified hardware must vary in length to achieve the same structural integrity at all connection locations. The base structural design had to be altered, and the altered plans were provided to the Contractor to construct in accordance with the redesigned task. The responsible structural engineer redesigned the task at no cost to the County, but the Contractor had to change the connecting hardware and add additional rebar to the slab’s connection points, along with some areas requiring additional concrete, which resulted in added expense. However, the design engineer, Hole Montes, Inc., accepted responsibility for the oversights of its structural engineering subcontractor and agreed to process a deductive Change Order No. 1 on its agreement with the County that reduces its contract amount by the same $12,626.46 it is costing the Contractor to construct the redesigned work. As a result, the additional work performed under Change Order No. 2 will be at no additional cost to the County. The County’s Procurement Services Division administratively approved Change Order No. 2, as authorized under the Procurement Ordinance, Section Nineteen, Contract Administration, Section 19, subsection 3.b. This item is consistent with the Collier County Strategic Plan with a focus on Infrastructure and Asset Management and Community Development by continuing to follow a master planning process with the County’s three airports. By maximizing the hangar space at the land-constrained Marco Island Executive Airport, we will help meet customer demand and enhance revenues, therefore promoting fiscal stewardship and maintaining self-sustaining airports. FISCAL IMPACT: Change Order No. 2 will result in no cost increase to Agreement 23-8120 but will increase the contract construction days by 4 days, from 344 days to 348 days. While there is no cost increase to the DEC Contract, the amount of $12,626.46 would be deducted from the owner’s allowance of $155,417.70, reducing it to $142,791.24. GROWTH MANAGEMENT IMPACT: This item is consistent with Section B: Intermodal & Multimodal Transportation, Subsection 2: Aviation of the Transportation Element of the Growth Management Plan.
