Agenda 01/28/2025 Item #16F 2 (Approve the use of the Paradise Coast Sports Complex for the purpose of a civilian landing site by the United States Armed Forces for a lacrosse game)1/28/2025 Item # 16.F.2 ID# 2025-52 Executive Summary Recommendation to approve the use of the Paradise Coast Sports Complex for the purpose of a civilian landing site by the United States Armed Forces for a lacrosse game, and authorize the Chairman to sign the attached Hold Harmless agreement. OBJECTIVE: To obtain Board approval for the use of the Paradise Coast Sports Complex for the purpose of a civilian landing site by the United States Armed Forces for a lacrosse game, and authorize the Chairman to sign the attached hold harmless agreement. CONSIDERATIONS: The County and Sports Facilities Management, LLC (“SFM”) entered into a Facilities Management Agreement (the “Agreement”) governing SFM’s management of the Paradise Coast Sports Complex (the “Sports Complex”) on November 12, 2021. Under this agreement, SFM continues to attract events that drive tourism and foster community engagement. On Saturday February 22, 2025, the Sports Complex will host the 4th Annual Southwest Florida Shootout, a premier NCAA Division I men’s lacrosse game featuring the West Point Black Knights, representing the United States Army, and the Mercer Bears. Highlights of the game include:  Para-Commandos parachuting in with the game ball via aircraft  an Apache helicopter flyover  a special Jimi Hendrix tribute performance of the National Anthem. To facilitate the Para-Commandos’ landing via aircraft, the United States Armed Forces have requested permission to use the Sports Complex as a civilian landing site. The United States Armed Forces is taking care of FAA coordination and any required TSA paperwork, permits, and other required authorizations. As the property owner, Collier County must approve this request and execute a Hold Harmless Agreement to formalize the arrangement. The Risk Management division has reviewed the request and has no objections. FISCAL IMPACT: There is no fiscal impact associated with this Executive Summary. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Executive Summary. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for approval. -SAA RECOMMENDATIONS: Approve the use of the Paradise Coast Sports Complex as a civilian landing site for by the United States Armed Forces for a lacrosse game during the 4th Annual Southwest Florida Shootout and authorize the Chairman to sign the attached Hold Harmless Agreement.
