Executive Summary
Recommendation to award a Work/Purchase Order for a Request for Quotation (“RFQ”) for the 23rd Street SW at Keane
Avenue Stormwater Improvement project under Agreement No. 20-7800, "Underground Contractor Services," to
Mitchell & Stark Construction, Co., Inc., in the total amount of $879,811.90, which includes a base bid amount of
$799.829.00 and an Owner’s Allowance of $79,982.90, approve the necessary Budget Amendment, and authorize the
Chairman to sign the attached Purchase Order. (Project Number 50238)
OBJECTIVE: To replace a deteriorated corrugated metal pipe crossing underneath 23rd Street SW and Keane Avenue.
CONSIDERATIONS: On August 27, 2024, County staff emailed an RFQ for the project to all contractors under
Agreement No. 20-7800 (the “Agreement”), “Underground Contractor Services,” seeking quotes for the Project. On
September 24, 2024, staff reviewed the following four quotes received from Mitchell & Stark Construction, Co, Inc.,
Coastal Site Development, LLC, Quality Enterprises USA, Inc,, and Douglas N. Higgins, Inc. The remaining
contractors under the Agreement (see table below) did not submit quotes due to either a lack of worker resources or for
unstated reasons.

Staff reviewed the quotes received and determined that Mitchell & Stark Construction, Co, Inc., is the lowest,
responsive, and responsible bidder for the Project, and recommends that it be awarded the RFP. The low bid quote of
$879,811.90 includes a base bid amount of $799,829.00, plus an Owner’s Allowance for unforeseen conditions in
amount of $79,982.90, which amount will only be used as authorized and directed by the County. The required
Performance and Payment Bonds required by the Agreement are included as part of the attached Work/Purchase Order.
This item is consistent with the Infrastructure and Asset Management Area of the Collier County’s Strategic Plan by
preparing for the impacts of natural disasters on our critical infrastructure and natural resources.
FISCAL IMPACT: A budget amendment in the amount of $879,811.90 is required to reallocate funding within the
Stormwater Capital Fund (3050), from Plantation Island Project (60238) to SW Cross St Culverts Project (50238).
Source of funding are general and unincorporated general funds.
GROWTH MANAGEMENT IMPACT: This project is consistent with the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board
