Bayshore MSTU Minutes 01/08/2025 - Draft MINUTES OF THE COLLIER COUNTY Bayshore Beautification MSTU Hybrid Virtual Zoom Regular Meeting 4870 Bayshore Dr. Naples Botanical Garden FGCU/Buehler Auditorium Naples, Florida January 8, 2025 5:00PM LET IT BE REMEMBERED, the Collier County Bayshore Beautification MSTU in and for the County of Collier, having conducted business herein, met on this date at 5 PM in REGULAR SESSION at 4870 Bayshore Dr. Naples Botanical Garden FGCu/Buehler Naples, FL 34112 with the following members present: Maurice Gutierrez, Chairman Susan Crum, Vice Chair JoannTalano Oscar Perez (Via Zoom) Frank McCutcheon Branimir Brankov James Cascone Also present: John Dunnuck,CRA Director Shirley Garcia,CRA/MSTU Manager Tami Scott, CRA/MSTU Project Manager Armando Yzaguirre, A&M Landscaping Lance Donovan, Community Member Krista Orick (via Zoom) 1. Meeting called to order. ▪ Maurice Gutierrez called to order. ▪ James Cascone made a motion to accept board member Oscar Perez via Zoom. ▪ Branimir Brankov seconded the motion 2. Roll Call Quorum established. 3. Invocation & Pledge of Allegiance 4. Approval of Minutes Action Item A) November 6, 2024 Meeting Minutes (Attachment 1) ▪ Maurice Gutierrez made a motion to approve the minutes as written in the last meeting ▪ Frank McCutcheon seconded the motion ▪ Carried Unanimously 9. Landscape Maintenance Report A) Armando Yzaguirre A&M Landscaping (Attachment 1) ▪ Maintenance going according to schedule ▪ Dry plants, hurting with cold weather,which is normal ▪ Irrigation working good,everything properly being watered ▪ Royal Palm in the median needs to come out as it lost its crown. ▪ Maurice Gutierrez complimented everything looking good. B) MSTU Project Manager Maintenance Report (Attachment 2) Miscellaneous Maintenance ▪ Great Holiday lighting, gas generators used to power lights. ▪ Maybe use solar next Christmas ▪ Maurice made an observation of a pole in the median by the brewery having power, maybe connecting Christmas lights there. Tami will follow up. ▪ Holiday Decorations have been removed. ▪ Some decorations still out need to be removed which belong to Trimmers. ▪ Berlinian Tree was taken out. ▪ CRA shop and area around the shop has been cleaned out. ▪ New fencing for front of shop ▪ Mulch has been installed throughout Bayshore. ▪ Speed signs to be installed by Collier County Facilities Landscape Projects for 2025 ▪ Clean and replant Del’s pocket park ▪ New annuals at center of roundabout ▪ New ground cover at CRA parking lot Islands ▪ New ground cover at Thomasson Drive Islands near East Naples Park ▪ Augment new bridge planting ▪ Remove pots median 20 ▪ Discussion to paint Jersey Barriers on the bridge ▪ Susan Crum makes motion to keep it blue ▪ James Cascone seconds the motion ▪ Maurice Gutierrez makes amended motion to have Tami Scott look into wrapping barriers keeping them blue ▪ James Cascone seconds the amended motion ▪ Carried unanimously 17 Acres Boardwalk Project ▪ Contracted Executed, PO opened December 17, 2024 ▪ Construction kickoff meeting January 10, 2025- Construction schedule will be reviewed at this meeting ▪ At the meeting, the contractor is required to bring a draft schedule. ▪ Once we get that schedule, we'll talk through it and kind of nail down a notice to proceed with the date. ▪ From that notice to the received date, they have 12 months or two or one year, the contracts for one year. So a substantial completion, 11 months, final completion, 12. ▪ One of the folks that we've invited is the Botanical Garden, just to keep them in the loop. ▪ Working on a bathymetric survey for Haldeman Creek. ▪ Engineering proposal being sent over. ▪ Surveys done in 2007, 2019 were difficult to read data ▪ Going to give us a recommendation as to whether or not they think areas need to be dredged, pockets ▪ They're going to do for us is create a binder book, and each page of the books will correspond to a cross-section of the creek, and it will show you where it was in 2007, where it was in 2019, and where it is in 2025. ▪ The crosswalk study, going to do this as a separate item, and that's to look to see if we meet the criteria to introduce some crosswalks. ▪ Assigned to us is Atkins Engineer. ▪ Collier County Facilities surplusing golf carts, might get one for MSTU ▪ Parks and Recs and they've agreed to open and close that for us. moving forward once it's built. ▪ Discussion of the maintenance, that's gonna fall on MSTU. Branimir Brankov ▪ Suggested updating the website. ▪ Having the discussions of these major projects, suggesting this is the argument and we vote because you want to get the decision and to move forward. Or let's have the specific points before the meeting so we can prepare ourselves to be a meaningful contributor to the discussion,not just to strategize here what you want to do or just for information. 10. New Business ▪ None ▪ In the name of safety, since it's a single lane road, 30 miles an hour or less, couldn't we do an enhancement that would reduce speed, such as a traffic calming device there? ▪ Last month's report, the sheriff's office is putting a plate reader on Bayshore Drive. ▪ It's code enforcement with the owner regarding homeless people. ▪ 13. Staff Report A) Financials (Attachement 4) ▪ In good shape ▪ Right on target ▪ New Apartments across the courthouse going into MSTU funds, will reflect in the annual report. B) 2025 Meeting Calendar ▪ March- Goals & Priorities workshop 3/5/25 will replace a meeting agenda ▪ Open discussion Summer Break, July & August are to be summer break. ▪ Frank McCutcheon has decided to not reapply to be board member. ▪ Frank McCutcheon “It's been a great experience. I appreciate the opportunity.” ▪ Vacancy on CRA board- After 20 years Karen Beatty resigned. 14. Correspondence and Communications ▪ Thank you Frank,for your commitment and service. 15. Advisory Committee Comments ▪ 16. Public Comments ▪ Lance Donovan-“This is my first meeting and I really appreciate everybody's other comments and I've enjoyed the meeting and I apologize that I really just want to start getting involved in the Bayshore CRA. A couple kind of questions, comments, I was just kind of curious, and it's kind of a nosy neighbor question really, is the status on the Grove and the hotel. It looks as though the construction has kind of stopped. and I didn't know if that is something that's on the mind of anyone else here at the meeting, or if there's some idea that anybody knows what's going on, but it seems like there's a hold on the construction of both of those projects, and I don't know what that, you know, what that bodes for the community as far as beautification, and this is a beautification meeting, so I just thought I'd ask that question. One more question,the traffic on Bayshore, I've lived on Van Buren now for about eight, nine years and it is progressively, progressively, progressively worse and the speed is an issue. I did, I mean, again, kind of new to this, I did look and there is a study, the traffic study on Bayshore, there's a number of issues that were brought up in that traffic study and on the website I was looking to see if there was follow up on the study and I didn't find anything and I didn't know if there is follow up on the study in terms of future roundabouts, future traffic calming, that kind of thing, where that stands. I know this is a beautification meeting, but we brought up traffic a little bit, and it has an impact on the community. If people can't get on the street safely, get across Bayshore to get one way or the other, it's gonna be a challenge for the neighborhoods. I'll throw that out to you guys and I appreciate your input.” ▪ Shirley Garcia replied “ Well, I don't know the status of the Grove. I've noticed that he has not continued construction. He's got a lot of projects in our district. He's got Shadow Lawn and Connecticut Avenue and the Gateway Triangle. And he's moving along with that one. So I've noticed when, because he's got the Orica, the Hotel on Orica, he's got the Grove, and he's got Shadow Lawn, Connecticut. Right now he's kind of focusing all of his resources, I'm going to say, towards Shadow Lawn, Connecticut. So I don't know if that's the reason why he hasn't done really much construction, because I know he's a really hands-on contractor. But I can reach out to Michael Whalen and find out if his plans are just to do one project at a time. But I'll reach out and give you an update. It'd be nice to make sure things keep moving in the right direction. ” ▪ John Dunnuck replied “A, obviously we're looking at putting the speed signs out all over Bayshore, you know, so that we can identify, you know, and prove up right back to the Transportation Department that there are issues. The crosswalk study discussion that we're talking about is going to identify where we need additional crosswalks, which will create some level of traffic calming and some safe access across the way. We're doing the steps necessary from a transportation perspective. When we went to go do what they call the road diet or whatever it was years ago, the bottom line is Bayshore, because of what they did with Thomas and everything else, is truly an ulterior road system for traffic. And so they have... shy away from going to total traffic calming because part of it is point A to point B, the traffic that is now kind of cut through for a lot of people. And so they're balancing all those things out. It's just up on us, and that's why we've taken these steps to show that, yeah, there is an issue here. And, you know, and we're gonna do it within the confines of what transportation needs so that we can get to some next levels of whether it be getting to the roundabout and having the bus coming in and slowing things down, but we'll follow up with them.We don't disagree with you at all. We're just trying to do the right steps to get to, you know, to improve over points.” ▪ Lance Donovan- “Well, I think the public would appreciate it if the CRA or transportation department or everybody would focus on it and every so often have a public input meeting on traffic before you put in the rumble scripts, before you put in things that are gonna be intrusive to the driving experience. And I think that there would be some appreciation for the people to come out and have an opportunity to say, that didn't work when i was somewhere else or i think that's a great idea and people will have an opportunity to be involved in that so some public meetings i think on traffic impact would be good just an idea thank you” 17.
