(Fund 3018.Project 50239). (Commissioner Saunders Request) OBJECTIVE: To award the construction phase of the Collier County Behavioral Health Center project(`CCBHC"), through an amendment to the existing CMAR contract. CONSIDERATIONS: On March 14,2023,the County entered into CMAR Agreement No. 21-7919-ST(the "Agreement")with DeAngelis Diamond Construction LLC for pre-construction services related to the Collier County Behavioral Health Center project(Agenda Item 11.F). On March 12. 2024(Agenda Item 11.0),the Board received a project update on the C'CBHC and directed to proceed with the design for 87 total beds(45 CSU.30 adult Medicare/Acute. and 12 ESAC)with an estimated construction cost of S49.9 million based on the Design Development package. On November 22.2024,DeAngelis Diamond delivered the first draft of the GMP to Collier County. Staff worked with DeAngelis Diamond in November.December and January to finalize the GMP amendment. The GMP total amount is S49,856.251,which includes a construction management fee of 4.75%and an estimated construction duration of 21 months. On December 10.2024(Agenda Item 11.A).the Board received another project update on the CCBHC,with the GMP amendment expected to be brought before the Board in January 2025. The CMAR process is a transparent and effective way to manage a complex project of this size and scope. In this process,the Construction Manager participates in design meetings and identifies high-value items that need to be managed within the scope.More importantly,the CMAR approach is an"open book"delivery system where the County pays only the actual costs based on competitive process with the subcontractors. This item is consistent with the Quality of Place and Responsible Governance Strategic Focus Area of the Collier County Strategic Plan. FISCAL IMPACT:Funding totaling S49,856,251 for this contract is secured in the Infrastructure Sales Tax Fund (3018).On June 23, 2021,the Infrastructure Surtax Citizen's Oversight Conunittee approved S25,000.000 for this project. On November 14.2024.the Citizen's Oversight Committee endorsed an additional S31,100,000 in funding for the Collier County Behavioral Health Center Project(50239). The total budget for the project is$56.100.000.which includes costs for design,CMAR pre-construction services, construction of a bus shelter,permit fees.builder's risk insurance,contingency. and construction. A budget amendment is required to allocate S31.100,000 from the Infrastructure Sales Tax Fund Reserves to the Collier County Behavioral Health Center(50239)within the Infrastructure Sales Tax Fund(3018). The David Lawrence Center("DLC")will operate and maintain the CCBHC.DLC will be responsible for all regular facility maintenance,operating costs,and the acquisition of furniture,fixtures,and equipment.The planned funding sources for DLC's annual operating budget will be discussed during the presentation of this item. For FY 2025. the Board has committed approximately S2.2 million in funding for the benefit of the David Lawerence Mental Health Center.This includes S1.7 from the General Fund and 522K in Opioid Funding. 1/14/2025 Item # 10.B ID# 2025-374 Under the previously Board approved Form Long-Term Lease and Operating Agreement.the County shall.at its expense,replace as necessary,major building systems, such as the roof,HVAC,electrical equipment,and facility utilities. These capital replacement items are anticipated to have a lifespan ranging from 10 to 40 years.requiring an annual estimated set aside of S460,000. The agreed upon Long-Term Lease and Operating Agreement will be executed when the property is conveyed to the County at the-Closing". It is the Facilities Department's intent to include capital replacement costs when presenting all future requests for expanded capital projects. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with the GMP amendment approval as described in this Executive Summary.
