Executive Summary
Recommendation to appoint Kevin Johnson to the Contractors Licensing Board.
OBJECTIVE: To appoint Kevin Johnson to the Contractors Licensing Board, to a three-year term expiring on June 30,
2028.
CONSIDERATIONS:
This nine-member quasi-judicial board was created by Ordinance No. 78-2, as amended, to determine the
qualifications of applicants for the various categories of the Contractors' Certificates of Competency. They
also hold hearings to determine if a certificate of competency of any contractor, master or journeyman should
be revoked. A minimum of 2 members shall reside within the corporate city limits of Naples or Marco Island,
or shall be recommended to the BCC by the Naples City Council or Marco Island City Council. Section
489.131(10), Fla. Stat., states that 3 members must be consumer representatives. The consumer
representatives may be any resident of the local jurisdiction that is not, and has never been, a member or
practitioner of a profession regulated by the board or a member of any closely related profession. Members of
the Contractors Licensing Board who are not consumer representative members should be either a licensed
architect, a licensed general contractor, a licensed engineer, a licensed electrical contractor, a licensed
plumbing contractor, a licensed mechanical contractor, a licensed roofing contractor, a licensed residential, or
a licensed building contractor. Terms are 3 years. A list of the current membership is included in the backup.

STAFF RECOMMENDATION: As a quasi-judicial board, no committee recommendation is required.
Staff is recommending that Mr. Johnson be appointed to this committee, to a three-year term expiring on
June 30, 2028. A recommendation memo is included in the backup. Upon his appointment to the Contractor’s
Licensing Board, Mr. Johnson will effectively resign from his seat as an alternate on the Code Enforcement
Board to avoid any conflict.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

RECOMMENDATIONS: To adopt the Staff Recommendation and authorize the Chair to sign the attached resolution
confirming the appointment.

determine the qualifications of applicants for the various categories of the Contractors'
Certificates of Competency. They also hold hearings to determine if a certificate of competency
of any contractor, master or journeyman should be revoked. A minimum of 2 members shall
reside within the city limits, or shall be recommended to the BCC by City Council. Section
489.131(10), Fla. Stat., states that 3 members must be consumer representatives. The
consumer representatives may be any resident of the local jurisdiction that is not, and has never
been, a member or practitioner of a profession regulated by the board or a member of any
closely related profession. Members of the CLB who are not consumer representative members
should be either a licensed architect, a licensed general contractor, a licensed engineer, a
licensed electrical contractor, a licensed plumbing contractor, a licensed mechanical contractor, a
licensed roofing contractor, a licensed residential, or a licensed building contractor. Except for
consumer representative members, these categories are merely directory and failure to have a
member of each of the trades is not grounds for voiding any action of the Board. The Board of
County Commissioners may also appoint alternate members as it deems appropriate. Terms are
3 years. This is a Quasi Judicial Board.

RESOLUTION NO. 2025 - ____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING KEVIN JOHNSON TO
THE CONTRACTORS’ LICENSING BOARD.
WHEREAS, Collier County Ordinance No. 90-105, as amended, established the
Contractors’ Licensing Board and provides that the Board shall be composed of nine (9)
members appointed by the Board of County Commissioners with a minimum of three (3)
consumer representatives and the remaining members to be building professionals such as
contractor, engineer, or architect, with a minimum of two (2) members residing within the
corporate city limits of the City of Naples and/or the City of Marco Island, or recommended to
the Board of County Commissioners by the Naples City Council and/or the City Council of the
City of Marco Island; and
WHEREAS, there is one vacant seat on this board; and
WHEREAS, the Board of County Commissioners previously provided public notice
soliciting applications from interested parties; and
WHEREAS, Staff has provided its recommendation for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that KEVIN JOHNSON in the
category of Consumer, is hereby appointed to a seat on the Contractors’ Licensing Board, to a
three-year term expiring on June 30, 2028.
