Agenda 01/14/2025 Item #16D 9 (Satisfaction of Mortgage (30) for the State Housing Partnership Loan Program)1/14/2025 Item # 16.D.9 ID# 2024-2280 Executive Summary Recommendation to approve and authorize the Chairman to sign thirty (30) mortgage satisfactions for the State Housing Initiatives Partnership loan program in the amount of $145,000.00. (SHIP Grant Fund 1053) OBJECTIVE: To support the County's strategic initiative of quality of place through home ownership and/or rehabilitation assistance programs funded by the State Housing Initiatives Partnership (SHIP). CONSIDERATIONS: The State Housing Initiatives Partnership Program (SHIP), a state affordable housing program, offers assistance to first-time homebuyers for use toward a portion of the required down payment and emergency repairs to the newly acquired home, or rehabilitation assistance to homeowners for rehabilitation to their homesteaded property. As a condition of the below rehabilitation award, the homeowner must repay the assistance provided upon sale before the end of the affordability term, refinance or loss of homestead exemption. If all conditions of the loan are met, one-third of the loan will be forgiven in five-year increments so that at the end of the fifteenth (15) year the loan is fully forgiven. The following table provides details regarding the associated mortgages that have met the affordability period or were paid off. As such, satisfactions of mortgage are required. FISCAL IMPACT: The repayment $3,068.69 was previously recognized in the year the funds were paid. There is no new fiscal impact. The $10 recording fee for the thirty satisfactions of mortgage will be paid from the SHIP Grant Fund (1053), Project 33807. GROWTH MANAGEMENT IMPACT: There is no growth management impact.
