Executive Summary
Recommendation to authorize the Chairman to sign a Memorandum of Agreement between the Florida Division of
Emergency Management and Collier County to accept the transfer of a Tiger Dam flood barrier system.
OBJECTIVE: To accept a Memorandum of Agreement between the Florida Division of Emergency Management and
Collier County Emergency Management for the State's equipment to aid in and support the protection of critical
infrastructure in Collier County from storm surge and/or floodwaters.
CONSIDERATIONS: Collier County is a coastal county and is prone to flooding from storm surge and flash flooding.
Due to the strength and size of Hurricane Milton, Collier County received significant impacts from storm surge. FDEM
acquired equipment to assist with mitigating storm surge within the State of Florida. During Hurricane Milton, the
Collier County Emergency Management Division submitted a State Mission requesting the deployment of Tiger Dam
resources. The package received included three (3) 24’’ Tiger Dam kits, one (1) Sump Pump, concrete anchors, and
earth anchors. FDEM has agreed to pursue an MOA for these resources to remain in Collier County. The EOC will
work with county divisions and departments, municipalities, and other key partners to utilize these resources for future
storm surge-related protective actions.
FISCAL IMPACT: Collier County agrees to be fully responsible for the maintenance, repair, and any other costs
associated with the equipment upon the effective date of this agreement, not to exceed $200.00 annually from its
operating funds.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires a majority vote for Board approval. -JAK
